MAIN PURPOSE

Reporting to the Western Flagging Supervisor, the Track Protection Foreman is responsible for controlling and directing contractors on active railway rights-of-way on and through the construction work zone within defined limits. Using specific railway operating rules, instructions and techniques, this position ensures that contractors clear the working zone prior to the approach of a train minimizing any delays to scheduled railway operations. This individual will direct the contractor’s on-site equipment and personnel when working in close proximity to active rail corridors and related hazards and communicates and interacts with the contractor and railway personnel in a courteous and professional manner.

KEY RESPONSIBILITIES

  • Conducts daily job briefings in order that all contactors understand site-specific instructions prior to commencing work.
  • Review the work site on a minimum daily basis and consult with Supervisor and/or contractor’s representatives to understand the work being conducted, and any potential hazards.
  • Always maintains alertness and actively supports the Company’s commitment to safety and its core values.
  • Set up, reposition and dismantle railway specific signage.
  • Protect workers and the public by keeping workspace free of traffic, and warning oncoming traffic of potential hazards.
  • Communicate effectively with other Flag-Persons, Sub-Foreman and Rail Traffic Controllers using established procedures and radio equipment to ensure the understanding of instructions, track protection limits, worksite hazards and other specific site conditions.
  • Install and dismantle railway signaling devices (flags) at designated locations.
  • Once briefed, directs the movement of personnel and equipment through work areas.
  • Prepares daily timesheets, worksheets and other reports as required.
  • Promotes, executes and adheres to the company’s safety program and encourage all employees, subcontractors and consultants to adopt safety as a culture.
  • May be required to exceed CN GEI 10 mile 42 limits and sub foreman restrictions through CN exemptions
  • Operating assigned company vehicle.
  • May perform other related duties, as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong interpersonal, communication and customer service skills.
  • Sound understanding of railway engineering safety regulations, safe work practices and work procedures.
  • Ability to work in a safety- sensitive position in a unique role directing contractor who are engaged with completing multi-million-dollar construction projects on live railway corridors within tight target schedules.
  • Ability to multi-task, prioritize tasks and quickly adjust in a rapidly changing environment
  • Effective and proven organizational skills to meet multiple deadlines and handle multiple tasks in a high pressure and demanding work environment
  • Ability to work independently as well as in a team environment.
  • Demonstrate ability to perform maturely and professionally ensuring complete confidentiality of sensitive and confidential information
  • Demonstrate the ability to think critically, act logically to evaluate situations, solve problems, and make decisions

JOB REQUIREMENTS

  • Post-secondary education and/or equivalent experience is preferred.
  • Valid Class 5 Drivers License with a clean abstract
  • Ability to read instructions, follow written policies and procedures.
  • Must be willing to work away from home, and work nights, evenings or weekends on an as per project basis.
  • Must be OCS/TOP, CTC /TOP and Rule 842 qualified and CN approved.
  • Must understand the requirements and procedures to exceed CN GEI 10 mile 42 limits and sub foreman restrictions through the CN exemptions.
