JOB SUMMARY:
Reporting to the Vice-President of Redevelopment, the Manager of NWEACH Project Accounting and Treasury is responsible for the analysis of financial performance, planning and reporting, in addition to the cash flow and investment management for the New Windsor Essex Acute Care Hospital (“NWEACH”) project. This individual will be the liaison between Windsor Regional Hospital, the NWEACH project team and all funding entities, including but not limited to the Ministry of Health and Infrastructure Ontario.
RESPONSIBILITIES:

Manage all project accounting in accordance with Generally Accepted Accounting Principles and the Infrastructure Ontario project standards.

Manage all of the internal and external financial reporting for the project.

Collaborates with internal Finance team and project vendors and consultants to ensure accurate and timely processing and reporting of all expenditures related to the NWEACH project.

Assist the project team with any questions or needs related to accounting issues.

Manage invoices, payments and have an understanding of Infrastructure Ontario and Ministry of Health project reporting compliance requirements for the project.

Tracks actual expenditures relative to multi-phase major capital project budgets.

Models and predicts cash flow requirements of the project relative to planning grants, funding and any other cash sources and needs.

Support the Vice-President of Redevelopment with financial reporting submissions.

Examine and interpret data to produce useful and meaningful financial planning reports.

Develop complex multifaceted financial models and conduct complex data analysis (e.g. spreadsheet modeling using Power BI and data reporting/interpretation) to understand short and long-term financial impacts of the NWEACH project.

Other duties as assigned.
SKILLS/ABILITES:
- Excellent conceptual, analytical and systems-thinking skills as well as attention to detail.
- Good written and oral communication and organizational skills in a deadline driven environment.
- Experience with complex Treasury functions including cash flow forecasting, cash management and investment management.
- Experience supporting and evaluating large complex capital projects with various accountabilities and deadlines.
- Ability to analyze and report on large amounts of data.
- Demonstrated ability to work in a collaborative team approach and to adhere to accepted standards of personal conduct.
- Able to navigate relationships with stakeholders internally and external to the organization with utmost regard for confidentiality.
- Ability to business partner and manage challenging conversations with senior executives.
- Ability to communicate financial concepts to non-financial members of the redevelopment team.
QUALIFICATIONS:

University Degree in a related discipline such as management, economics or business administration.

Chartered Professional Accountant (CPA) designation with current membership in good standing.
-
Well-developed interpersonal and communication skills.
-
2-5 years’ experience as a project accountant, or similar.
-
Particular knowledge of construction projects is essential.
-
Advanced proficiency in cash flow forecasting and management is essential.
-
Advanced proficiency in managing general ledgers, journal entries and account reconciliations.

Knowledge and experience with Infrastructure Ontario project accounting guidelines and compliance framework an asset.
-
French Language proficiency an asset.

Providing Acute Care Services with 650 plus beds and an operating budget of half of a billion dollars, Windsor Regional Hospital is one of the largest community based non-academic hospitals in the Province of Ontario.
