Responsibilities
PRIMARY PURPOSE
Reports to the Manager, Learning Experience and provides day-to-day oversight and leadership of CMBC Learning. This role supports the Manager, Learning Experience in shaping Learning strategies, while leading the design of learning solutions. With accountability for both strategic guidance and operational execution, the position supervises Instructional Designers, manages internal and external vendors, and ensures alignment with business objectives, regulatory requirements, and industry best practices. The role also acts as a change leader, embedding a strong learning culture.
KEY ACCOUNTABILITIES
Collaborates with the Manager to develop and implement L&D strategies aligned with organizational priorities, supports resource recommendations to meet department deliverables, develops and implements policies, standards, and processes to strengthen effectiveness, assesses learning needs to address skill gaps and business objectives, and serves as a change agent to embed a learning culture aligned with enterprise strategies.
Oversees the design, development, delivery, and evaluation of innovative learning solutions using instructional design best practices, develops specialized Learning solutions, reviews and approves deliverables for quality and alignment with business needs, leads post-implementation evaluation to measure ROI and sustainment, and provides expertise in adult learning, instructional design, and digital learning technologies.
Provides high-level administration, recommendations, and oversight of the Learning Management System (LMS) and other learning technologies, analyzes system data and recommends enhancements to improve learning effectiveness and user experience, and ensures learning content aligns with standards and is compatible with CMBC and enterprise systems.
Leads and manages Instructional Design staff, including selection, coaching, development, performance management, and workload distribution. Supports workflow improvements to standardize processes, tools, and learning practices, and resolves complex issues related to instructional design and program administration.
Stays current with learning trends, technologies, and industry standards, identifies opportunities to leverage emerging practices and technologies to improve learning effectiveness, and provides recommendations to optimize programs and strengthen CMBC’s learning culture.
Qualifications
EDUCATION AND EXPERIENCE:
The requirements for this job are typically acquired through an undergraduate degree in Instructional Design, Education, or an equivalent undergraduate program that focuses on learning. In addition, this job requires five (5) years of previous experience in the design and the development of instructional material in a corporate setting, including experience in producing creative learning solutions including industry-specific training, blended and web-based learning. At least two (2) years in a supervisory role overseeing the design and delivery of multi-modal learning programs in corporate environments.
OTHER REQUIREMENTS:
Advanced knowledge of the concepts, principles, practices, and techniques pertaining to employee training programs
Demonstrated knowledge and experience in leveraging tools and emerging technologies i.e. artificial intelligence, to enhance instructional design, learning analytics, and digital learning solutions.
Excellent experience in conducting needs assessments, identifying training or performance gaps, designing effective learning solutions, and evaluating the effectiveness of learning interventions, demonstrated experience designing and developing complex learning solutions for highly technical or specialized workers.
Advanced communication and interpersonal skills to establish credibility and develop good rapport with internal customers and external parties.
Advanced level graphic and visual layout skills, design, and material development skills, including print materials, video, and interactive learning.
Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, web-based systems, research, and project management skills.
Advanced working knowledge of authoring and development tools including, but not limited to Adobe Creative Suite, Articulate Storyline, and Camtasia.
Advanced working knowledge of Learning Management Systems (LMSs) and LMS administration
Strong knowledge of change management and project management principles and processes combined with demonstrated experience in their application to learning projects.
Certified Training and Development Practitioner designation would be considered an asset.
Supervisory experience in a unionized environment would be considered an asset.

Rate of Pay
The salary for this position ranges from $97,600 - $146,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
