This position is responsible for managing the Provincial Critical Infrastructure (CI) Protection Program within PEI EMO. This involves identification of threats, risks and vulnerabilities of critical infrastructure from all hazards in the ten identified sectors (e.g. energy, transportation, food & food distribution, information communications and technology, public safety, finance). In addition, the position is responsible for developing and executing engagement strategies to ensure that the program has strong working relationships to mitigate, prepare, respond and recover from all threats impacting PEI.

Duties will include but are not limited to:

  • Providing leadership, coordination, development and management of a Provincial Critical Infrastructure Plan as well as contribute to other provincial plans;
  • Must hold or qualify to acquire a level II security clearance.
  • Assisting in the development of critical infrastructure contingency response plans;
  • Providing leadership in the development and maintenance of critical infrastructure programs;
  • Providing strategic advice and guidance to Critical Infrastructure owners and operators and ensure they are involved in comprehensive emergency management programs;
  • During activation of Provincial Emergency Operations Centre coordinate all critical infrastructure owners and operators for a consolidated and integrated approach to allow for continuity of operations;
  • Carry out various tasks assigned by Senior Officials as a member of national Critical Infrastructure working groups as directed;
  • Developing briefing materials during activation of Provincial Emergency Operations Centre for senior officials and Operations Centre Team members;
  • Assisting in the development of critical infrastructure contingency response plans;
  • Performing other related duties as required.

Minimum Qualifications:

  • Applicants must have degree or diploma in Disaster / Emergency Management, or related field with considerable experience in emergency management;
  • Excellent problem-solving and decision-making skills;
  • Considerable experience in emergency planning programs;
  • Proven background and skills to foster and steward partnerships and relationships;
  • Demonstrated equivalencies will be considered;
  • Excellent facilitation, coordination and time management skills;
  • Must have strong proven computer and technology skills;
  • Must have ability to work in high stress events and respond in a fast-changing work environment;
  • Must have innovative and creative presentation techniques;
  • Knowledge of the relevant Acts associated with PEI EMO;
  • Valid driver’s license and access to a reliable vehicle;
  • Strong interpersonal skills;
  • Must provide a satisfactory criminal record check prior to employment;
  • Must hold or qualify to acquire a level II security clearance;
