The City of Orillia is currently seeking a highly motivated individual to fill the position of Environment and Infrastructure Services (EIS) Technologist

The Environment and Infrastructure Services Department is responsible for operations and maintenance for Waste Management, Water Treatment and Supply (including wells), Metering and Backflow, Water Distribution, Wastewater Treatment and Collection, Pollution Control, Source Water Protection, Roads, Parks, Fleet, Stormwater, City Facility Management, Electrical Services, Streetlighting and Traffic Signal Control, Environmental Compliance, Climate Change Action Planning and Engineering of Capital Projects (involving Environmental Services, Source Protection and Operations and Property and Sustainability).

Reporting to the Director, Asset Management and Maintenance or designate, the EIS Technologist is responsible to optimize delivery of minor capital/operational state of good repair projects, contracts and functions across the Environment and Infrastructure Services Department. The EIS Technologist is a key business support, integrating technology, changes in service level demands, public safety and continuous improvement supporting operational excellence as part of service delivery across the Department. This position will utilize business analytics to drive continuous improvement in quality and effectiveness. This may involve research, report writing, process mapping, workflow diagrams and the development of standards.

Candidates must possess a three-year post-secondary education (degree or diploma) in a related field, i.e., Civil Engineering Technology or equivalent, and at least two years of related progressive and technical experience. Municipal experience in engineering, public works and facilities operations, maintenance, administration, policies and regulations is an asset. The position requires strong public relations, presentation, report writing, budgeting and work management skills with the ability to work effectively in a team setting. Should be familiar with MS Office applications, including Word, Excel, Powerpoint, Visio, e-mail and the internet.

The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS pension plan. The salary for this position is $83,296 to $97,446 based on a 40-hour work week.

Program/Services Delivery

  • Assist in the development of work plans and maintenance planning across various business areas within the Department (i.e., Roads, Parks, Stormwater, Water and Wastewater, etc.). Integrate technology as part of the process to optimize workload in conjunction with applicable management staff.
  • Focus on continual improvement and optimizing processes within the Department. Map out processes electronically and generate standard operating procedures, with assistance from management staff within the impacted Division.
  • Assist with developing tender documents and the procurement process for the various business areas within the Department. Provide oversight of contracts ensuring no lapse in service.
  • Complete research and reporting on various initiatives and projects across the Department. Assist with the preparation and execution of operating and capital budgets and projects; including, purchases, competitive procurement and cost estimating of future projects.
  • Perform data reporting, collection, maintenance, and analysis using various databases, GIS, CityWide and other applicable software.
  • Ensure safety and project completion and quality by completing inspections for captial operations and other projects, prepare staff reports, memorandum, and correspondence, and assist in addressing resident/community group issues and communications.
  • Participate in asset management including providing input for Master Plans, updating asset condition and plans, and implementing recommendations.
  • Champion change management for the Department and affected business areas. Apply change management methodologies to optimize operational processes, ensure seamless transition, and communicate and train impacted staff.
  • Assist with and preapre reports, make recommendations/presentations and attend Council, community group, public and/or other meetings as required.

Policies and Administration

  • Ensure compliance with the Occupational Health and Safety Act (OHSA), Ministry of Labour (MOL), Ministry of the Environment, Conservation and Parks (MECP) and other legislative requirements.
  • Laise and provide to other City departments, agencies, outside stakeholders, municipalities, utilities and developers on operations, improvements, and applicable projects and initiatives.
  • Participate in departmental management functions including Joint Health and Safety and Labour Management Committees, as required.
  • Coordinate and complete review and comments on development applications, permit applications, etc. with applicable management staff as required, on behalf of the Department.
  • Gather, review, improve documentation and processes within the Department.
  • Develop and store operating and procedural manuals.
  • Other duties as assigned in accordance with corporate objectives.

  • Coordinate contract and purchase order values with departmental budgets.
  • Ensure projects and assignments are completed within designated budget.

  • Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

Minimum Qualifications

Education (degree/diploma/certifications)

  • Three-year post-secondary education (degree or diploma) in a related field, i.e., Civil Engineering Technology or equivalent

Experience

  • Minimum of two years’ previous experience in related progressive and technical experience.

  • Knowledge of process mapping, workflow, procedure development.

  • Knowledge of municipal government.

  • Knowledge of contracts and procurement.

Knowledge/Skills/Ability

  • Municipal experience in engineering and public works operations, maintenance, administration, policies and regulations an asset.

  • Good working knowledge of the MECP Stormwater Management Planning and Design Manual, Onsite and Excess Soil Management regulation, Ontario standard specifications and drawings, Transportation Association of Ontario Geometric Design Guide for Canadian Roads, the Ontario Traffic Manual, Municipal Act, Highway Traffic Act, and the Occupational Health and Safety Act.

  • Public relations, presentation, report writing, budgeting and work management skills with the ability to work effectively in a team setting.

  • Proficient with MS Office applications, including Word, Excel, Powerpoint, Visio, e-mail and the internet.

  • Specialized software skills, including GIS and CityWide an asset.

  • Superior written and oral communications skills, including the ability to research, gather and interpret technical information to create an end product that can be understood by a variety of audiences.

  • Ability to exercise a high level of independence with excellent organizational and time management skills to handle competing priorities.

  • Excellent judgement, organizational, verbal, and written communication skills.

  • Strong interpersonal skills and ability to work in a team environment.

Physical Demands

  • Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required.

Position Requirements

  • Valid Class ‘G’ Ontario Driver’s License and access to a reliable vehicle.

  • A current and acceptable Criminal Record Check is required prior to the commencement date at the expense of the incumbent.

  • Attendance at meetings, seminars and conferences as required. Attendance at meetings after hours may be required.

  • Must have a high-speed internet connection and a proper workstation at a home location to enable remote work.

Preferred Qualifications

Education (degree/diploma/certifications - in addition to the above)

  • Possession of or eligible for C. Tech or CET designation and member in good standing with OACETT (Technologist) an asset.

  • Lean Certified.
