The ministry’s Lands Branch has an exciting opportunity for a creative, energetic and motivated public servant to fill the position of Manager for Landscape Planning - South.

Reporting to the Director of Land Planning and Policy, this position has overall responsibility for the ministry’s Protected and Conserved Areas Network (PCAN) Program, including development and administration of related conservation policies and guidelines, as well as landscape planning activities to maintain sustainable landscapes that are resilient and biologically diverse, in balance with responsible development.

Key responsibilities include:

  • Provide leadership to staff who are responsible for implementing Saskatchewan's landscape conservation initiatives, including all human resource management, and work planning.
  • Oversee federal negotiations on conservation and contribution agreement with the federal government. This includes delivery, monitoring and reporting on a multi-year workplan.
  • Serve as Chair for a multi-ministry Protected Areas Advisory Committee and provincial representative on federal / provincial / territorial committees related to protected areas and biodiversity.
  • Support and lead cross-branch policy, analysis and strategic planning initiatives associated with the PCAN; including monitoring of performance measures and outcomes on various program initiatives (including direct oversight of data management and performance monitoring activities – contributing directly to strategic planning and budgetary initiatives).
  • Responsible for strategies to collect, use, and communicate data, including to the public. This includes the development and use of innovative tools (e.g., spatial conservation planning/habitat prioritization tools) and development of statistical approaches to better understand and predict trends and implications.
  • Provide analysis, advice and recommendations to senior leadership, the Minister and Cabinet on program objectives and needs; including analysis and recommendations directly related to budget decisions and human resources.
  • Responsible for extensive stakeholder engagement and information sharing with Indigenous communities as well as industry partners/stakeholders in Saskatchewan.

Typically, the knowledge for this position would be attained through a post-secondary degree in public policy, administration, environmental science, natural resource management and/or related field of study as well as several years of middle management experience in the public sector, or an equivalent.

The successful candidate will be an innovative leader who is able to:

  • Demonstrate extensive problem-solving skills to identify issues, evaluate the environment, undertake analysis, and develop and communicate recommendations to lead and support change initiatives in the ministry and across government;
  • Understand the role of the ministry and programs, and work collaboratively with other ministries and agencies to achieve common solutions;
  • Lead a high-performing team while promoting a positive work environment;
  • Manage and establish priorities among competing interests; and
  • Analyze issues to achieve solutions; and achieve policy, planning and program outcomes through collaboration with key stakeholders.

You will have:

  • Knowledge of policy development, program management and Government decision making processes (i.e., cabinet, legislative, budget);
  • Experience with operational planning, human resource management and legislative and regulatory processes;
  • Strong leadership, interpersonal and communication skills which are essential as you work across the division and ministry on various initiatives and which will help develop and maintain relationships with key industry stakeholders and other federal and provincial regulators;
  • The ability to clearly communicate complex issues both verbally and in writing is critical for success in this role;
  • The ability to develop a network to support cross-government collaboration and stakeholder engagement.
