Job Description:

The EWR Coordinator will monitor the weather patterns to determine when the EWR program needs to operate. They will send /gather information on who is operating and send notifications to service providers throughout the community during the winter season about the activation and the mat programs available. The coordinator will assist the ARC and other service providers to prepare for emergency weather events and maintain collaborative relationships key community stakeholders. This position will complete reporting requirements as per the contractual obligations with BC housing.

Accountabilities:

The incumbent may perform all, some, or similar duties to the listed below:

  • Monitor weather patterns and determine the need to operate the EWR.
  • Notify the service providers and determine who is able to operate on any given EWR activation.
  • Send out notification to key stakeholders when the emergency programs are operating and
  • determine when the activation will be rescinded as per the criteria in the community plan.
  • Assist in maintaining strong collaborative relationships with community service providers and stakeholders.
  • Develop strong working relationships with EWR service providers and stakeholder organizations.
  • Monitor weather patterns using Environment Canada and other weather reporting organizations to determine, based on criteria, the operation of the EWR services.
  • Notify the service providers of activation and deactivate when weather improves.
  • Coordinate the formal notification of stakeholder organizations of the activation and deactivation.
  • Coordinate community meetings every two months to discuss processes and activations throughout the winter period. These meetings are designed to improve communication with the community and key service providers with the EWR coordination organization and manage any concerns or issues as they arise.
  • Provide media information and referral of media to appropriate individual to manage and monitor media.
  • Monitor media for information or concerning articles and mitigate with the assistance of BC housing communications and outstanding issues in the community.
  • Gather data, research and required information to support the annual reporting requirements for the EWR program.
  • Develop an annual report for submission to BC housing as per contract obligations
  • Bi-monthly community meetings and report back on EWR program activations, capacity levels, and operational concerns

CRITICAL RELATIONSHIP MANAGEMENT

Governance Boards and Councils: None

Internal:

  • Reports to the Housing and Social Services Manager.
  • Works alongside the rest of the Housing and Social Services department.
  • Interacts with clients and residents.

External:

  • Community service providers, BC housing communications, community stakeholder agencies.

MANAGERIAL RESPONSIBILITY:

  • Reports directly to: Reports to the Housing and Social Services Manager.
  • Direct reports: None

FINANCIAL AND MATERIALS MANAGEMENT:

  • Material: Manage annual data collection on operational nights, weather patterns and activations through the contract period.
  • Financial: No financial management responsibilities, all expenditures will be cleared through management.

Working Conditions:

  • Shared office at ARC or work from home arrangement for the period of the contract with weekly meetings with management and service providers as required.
  • Up to 10% travel for community meetings may be required

education, experience, AND Qualifications:

  • Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
  • Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required, including Child Check (if appropriate).

Education, Qualifications and Certifications:

  • Bachelor level degree in human services or equivalent combination of education and experience required.
  • Clear criminal record check through the BC Criminal Record Review Program.
  • Clear TB skin test required.
  • Occupational First Aid Level 1 or equivalent.

Experience and Knowledge:

  • 2-3 years’ experience coordinating community programs.
  • 2 years’ experiencing building and maintaining relationships with stakeholders.
  • Good understanding of EWR program and familiarity with service providers is an asset.
  • Clear understanding of monitoring and projecting weather patterns is an asset.
  • 2 years’ experience managing media and community relations.
  • Solid knowledge of homeless and unhoused population.

Compensation:

The target hiring range for this position is $32.47 to $32.97 with a maximum of $33.47.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
