EFC is seeking an experienced and dynamic Base Manager to lead our fueling operations at Regina Airport. This is a full-time, in-office leadership role responsible for the overall management of the base, including operational performance, safety, team leadership, and customer service. The successful candidate must be available to respond to after-hours emergency calls and, when necessary, provide hands-on fueling support. To meet operational requirements, residency in Regina, Saskatchewan, or the ability to relocate, is essential.

Description:
The Base Manager is responsible for the strategic leadership, direction, and oversight of all aspects of the into-plane fueling operation. This includes ensuring regulatory compliance and adherence to company protocols and procedures. The role involves managing a team of Aircraft Refuelers, providing guidance and support, and participating directly in fueling operations when required.

Responsibilities:

  • Lead and manage all aspects of the aircraft fueling operation, ensuring compliance with EFC policies, regulatory standards, and a strong focus on safety and customer service.

  • Oversee operations at the Shell-owned tank farm, including inventory control, quality assurance, maintenance, safety, and administrative functions.

  • Drive operational efficiency and business growth by assessing, updating, and implementing effective business processes.

  • Develop and foster a culture of safety, empowerment, teamwork, and continuous improvement.

  • Manage the site’s financial performance, including monthly income statement analysis, annual budgeting, and operational expenditures.

  • Forecast staffing needs and maintain appropriate staffing levels to meet operational, safety, and quality requirements.

  • Lead all aspects of employee management, including recruitment, onboarding, performance management, training, scheduling, and terminations, in collaboration with Human Resources.

  • Establish annual goals for the site and team, monitor progress through key performance indicators (KPIs), and ensure continuous improvement.

  • Maintain and update Standard Operating Procedures (SOPs) and the Emergency Response Plan specific to the site.

  • Coordinate the Safety Management System (SMS), ensuring timely reporting and resolution of safety issues.

  • Communicate professionally with customers, contractors, and the Airport Authority to address inquiries and concerns.

  • Provide exceptional customer service and proactively seek opportunities to enhance client satisfaction.

  • Identify and pursue new business opportunities and revenue streams.

  • Issue purchase orders and manage procurement of supplies and equipment as needed.

  • Ensure compliance with fuel inventory control procedures and maintain accurate records.

  • Collaborate regularly with other location managers and senior leadership to share best practices and align operational strategies.

  • Lead by example to maintain high team morale and strong internal communication.

  • Respond to after-hours operational issues and provide support when required.

  • Maintain a tidy and orderly work area exhibiting pride in work performance and contributing to a healthy and safe work environment.

  • Ensure exceptional, courteous and respectful customer service.

  • Comply with and participate in the Company’s Health & Safety and Quality programs and initiatives.

  • Perform any other duties as required.

Qualifications and Experience:

  • Post-secondary education in a related field is preferred.

  • Minimum 5 years of management experience, including direct involvement in operations, business processes, and team leadership.

  • Minimum 2 years of experience in the aviation industry, with at least 2 years of fueling experience is preferred.

  • Valid Class 5 driver’s license with a clean driver’s abstract is required, class 3 is preferred.

  • Ability to obtain and maintain an Airport Restricted Area Identity Card (RAIC) and all required security clearances.

  • Must be able to obtain a Restricted Operator’s Certificate (radio license) within 60 days of employment.

  • First Aid and CPR certification are considered assets.

  • Strong leadership and interpersonal skills, with the ability to influence, negotiate, and build effective relationships with internal and external stakeholders.

  • Excellent verbal and written communication skills.

  • Proven ability to analyze and interpret customer needs, offering appropriate solutions and resolutions.

  • Sound analytical thinking, planning, prioritization, and execution skills.

  • Strong problem-solving and decision-making abilities, with a high attention to detail and accuracy.

  • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.

  • Good financial and business acumen.

  • Highly motivated, professional, punctual, and diligent, with the ability to work under pressure and adapt quickly in a dynamic environment.

  • Physically capable of lifting or moving up to 60 lbs, and working in inclement weather, overtime, and extended shifts.

  • Able to respond to afterhours calls and provide support/guidance as required.

  • Able to work independently and collaboratively as a productive member of the EFC team.
