About You / What We Are Looking For
The City of Coquitlam is seeking an experienced and motivated Senior Capital Projects Manager to join our Major Capital Projects team within Parks and Capital Projects. Reporting to the Manager, Capital Construction, this role plays a key part in delivering major civic facility and park projects that support the growth and vibrancy of our community.
This is a senior, execution-focused project leadership role responsible for managing complex capital projects through planning, design, procurement and construction. You will lead the delivery of projects from concept through completion, working closely with consultants, contractors, and internal partners to ensure projects are delivered successfully and aligned with the City’s strategic priorities.
In this role, you will operate with a high level of independence while supporting the strategic direction set by the Manager, Capital Construction. You are comfortable working in dynamic environments, proactively managing issues, and providing thoughtful recommendations that help guide key project decisions.
The ideal candidate brings strong technical expertise in capital project delivery along with the ability to navigate complex stakeholder environments. You are organized, collaborative, and solutions-oriented, with the confidence to lead multidisciplinary project teams and the judgment to manage competing priorities across multiple projects.
Experience working on architectural or civic facility projects, including collaboration with architects and design professionals, will be considered an asset.

In This Role, You Will:
- Lead the planning and delivery of complex capital construction projects, guiding initiatives from early concept and business case development through design, procurement and construction.
- Lead and coordinate multidisciplinary teams of professionals, including architects, engineers, and specialty consultants, ensuring alignment of design intent, technical requirements, and project objectives throughout all phases of delivery.
- Manage the design process, including schematic design development, consultant coordination, and review of technical deliverables.
- Develop project charters, business cases, and supporting documentation to establish project scope, objectives, schedules and budgets.
- Oversee procurement and tendering processes in collaboration with the City’s Procurement team.
- Coordinate the work of consultants, contractors, and project stakeholders to ensure projects are delivered on time and within budget.
- Monitor project performance, manage risks and issues, and implement effective project controls throughout the project lifecycle.
- Prepare strategic project updates and monthly reporting to support decision-making and ensure alignment with project objectives.
- Facilitate project meetings, maintain clear documentation, and ensure effective communication among internal and external stakeholders.
- Collaborate with internal departments including Finance, Legal, Procurement and Operations to advance project delivery and resolve issues as they arise.
- Provide sound analysis and recommendations to support key project decisions while maintaining accountability for day-to-day project management.
Qualifications
- University degree in Architecture, Engineering, Construction Management, or a related discipline; or an equivalent combination of education and experience.
- Architectural background or formal training in architecture will be considered an asset.
- Minimum of 8–12 years of progressively responsible experience managing complex capital construction projects.
- Demonstrated experience leading projects through the full lifecycle including planning, design, procurement and construction.
- Experience managing projects with budgets typically in excess of $10 million.
- Strong understanding of construction practices, consultant administration, and contract management.
- Experience coordinating multidisciplinary project teams and working with external consultants and contractors.
- Experience working in a municipal or broader public sector environment is strongly preferred; relevant private sector experience on complex institutional projects will also be considered.
Knowledge, Skills and Abilities
- Strong project leadership skills with the ability to manage multiple concurrent projects in a fast-paced environment.
- Excellent organizational and coordination skills with strong attention to detail.
- Demonstrated ability to analyze complex issues, develop practical solutions, and make sound decisions.
- Strong written and verbal communication skills, including the ability to prepare clear reports and project documentation.
- Ability to build and maintain productive relationships with internal teams, consultants, contractors and external stakeholders.
- Proactive, accountable and solutions-oriented approach to project delivery.
- Ability to operate effectively in environments where priorities may evolve and direction may be broad.
Preferred Qualifications
- Professional registration or eligibility with a recognized professional association such as AIBC, EGBC, or ASTTBC.
- Architectural background, education, or experience leading civic or institutional facility design projects is considered an asset and will add value in supporting design excellence and coordination.
- Experience with municipal capital facility and park projects.
- Project Management Professional (PMP) designation is considered an asset.
- Familiarity with municipal procurement practices and permitting processes.

What We Offer:
This excluded position has an annual salary range of $142,820 - $160,654. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.

Additionally, there is an opportunity to participate in a flex day program. This position is based in Coquitlam with some flexible, hybrid work options available. The City offers an attractive vacation and extended benefits package, including the ability to contribute to the Municipal Pension Plan.
