Operations Manager
Niagara Student Transportation Services
Niagara Student Transportation Services (NSTS) is a consortium between the District School Board of Niagara and the Niagara Catholic District School Board responsible for planning and managing safe, effective student transportation across the region. NSTS is seeking a Transportation Manager to work as a collaborative member of the student transportation management team.
Reporting to the Executive Director of NSTS, the Operations Manager oversees the planning and delivery of safe, efficient home-to- school transportation. This role leads staff and coordinates daily operations, ensures compliance with legislation and policies, and works with schools, boards, and operators to resolve issues. The Manager provides contract and performance oversight, promotes the effective use of transportation systems and technology, analyzes data to drive improvements, and contributes to long-term planning and route optimization in collaboration with consortium partners and service providers.
KEY RESPONSIBILITIES

Manage staff responsible for designing and scheduling home-to-school student transportation routes, collaborating with schools and boards to gather information for proactive planning.

Oversee daily student transportation operations ensuring the delivery of safe, efficient, and reliable service while collaborating with stakeholders to address concerns and resolving issues promptly and professionally.

Actively engage in contract compliance and performance management activities including route, safety and operational audits.

Provide leadership and guidance to internal and external stakeholders to maximize the effective deployment and daily use of NSTS systems, tools and communication channels.

Promote adoption and optimization of transportation software, GPS tracking, student eligibility systems, and communication platforms by operators and NSTS staff to improve efficiency and service transparency for all stakeholders.

Gather, analyze, and action key performance, service, and financial indicators gleaned from various data sources, and solicit industry indicators and best practices to drive continuous improvement.

Contribute to long-term planning for student transportation, including forecasting service requirements and ridership trends, reviewing service models, and evaluating bus stop and route safety and efficiency.

Ensure operations comply with provincial legislation, Ministry of Education guidelines, school board policies, consortium procedures and industry best practices.

Other related duties as assigned.
EDUCATION, EXPERIENCE AND QUALIFICATIONS:
- Post-Secondary diploma/degree in Business/Management and/or Office Administration or equivalent experience in a related field.
- Minimum 3–5 years of progressive administrative experience, including management level support, ideally in a school board, municipal, or public- sector environment.
- Strong organizational skills with the ability to manage multiple priorities and meet deadlines as part of a team environment.
- Excellent written and verbal communication skills, with proven ability to prepare professional reports, correspondence, and presentations.
- Strong proficiency in Microsoft 365 (Outlook, Word, Excel, PowerPoint, Teams, OneDrive) and familiarity with financial and student information systems.
- Practical experience with bookkeeping, invoice processing, and records management.
- Demonstrated initiative, independence, discretion, and sound judgment while working collaboratively.
- Valid Ontario driver's license and access to a reliable vehicle.
- Flexibility to work outside regular business hours when required.
Salary range: $79,030 – $92,378. and includes a competitive benefits plan through a provincial benefits trust plan (extended health, dental, life insurance, AD&D), and enrolment in the OMERS pension plan. This is a 12-month full-time position (35 hours per week) and is part of the Board's union-exempt Administrative Management Group.
