We are seeking an experienced Business Analyst to lead the analysis and improvement of business processes with a strong focus on establishing and maturing portfolio and project management capabilities. This role plays a critical part in shaping how our organization prioritizes, governs, and delivers initiatives. The successful candidate will bring a track record of leading digital transformation projects, translating business needs into actionable strategies, and managing the re-engineering of information systems to drive measurable outcomes.
KEY DUTIES AND RESPONSIBILITIES
Analysis of Business Processes (45%)
- Conducts feasibility studies, gap analysis and generates related documents regarding the analysis of business processes and the recommended information technology solutions to problems.
- Liaises between client departments and vendors; reviews system specifications, and systems interface with other applications.
- Liaises between client departments and Information Services, providing the corporate perspective in the analysis and design of solutions.
- Analyzes the effectiveness and efficiency of business processes to develop strategies for enhancing them.
- Develops and documents best practices and procedures for continuous improvement of business processes and procedures across the organization.
- Provides consultative and technical support to the Leadership Team and other strategic decision-making groups regarding long-term business strategy and the integration of information technology.
- Validates requirements with client departments to ensure accuracy of documentation, obtaining necessary sign-off from department manager.
Project Management (45%)
- Provides project management in the development or re-engineering and implementation of approved information systems, including:
- creates project charters,
- assists in preparing requests for proposals and vendor selection,
- prepares, tracks and reports work schedules and deadlines,
- conducts preliminary testing of systems,
- coordinates transition from testing to production phases, and
- monitors post-implementation system performance.
- Assists in the resolution of service problems and issues related to projects.
Other Related Duties (10%)
- Completes special projects/other duties as assigned by the Information Services Manager.
- Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE
The following are required in this position:
- Minimum of 5 years progressively responsible and related experience (including project management, business analysis and training) in a complex business environment and/or municipal government setting that includes leading increasingly complex financial systems projects and initiatives.
- Knowledge of records management, information management, the Municipal Government Act, and the FOIP Act.
- In-depth knowledge of:
- information technology concepts, principles and technical environment and knowledge of diverse business operations;
- project management concepts and techniques, including the ability to manage multiple and concurrent initiatives effectively and lead project teams.
- Requires Business Analyst Certification and/or Certification of Competency in Business Analysis (CCBA) or working towards certification.
- Ability to work in a team environment and independently.
- Strong organizational and time management skills, with the ability to set and manage among conflicting priorities while meeting deadlines.
- Strong professional written and verbal communication skills.
- Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, and timely when communicating with others, and possessing tact and discretion.
- Ability to analyze issues, including applying problem solving skills and ability to provide recommended solutions.
- Proficiency when using the Microsoft suite of products (Word, Excel, PowerPoint).
The following are considered assets or preferences in this position:
- A Project Management Certification, Information Technology Degree/Diploma and/or Business Process Management Certification would be an asset.
- Proficiency with business productivity software, computers, and financial information systems (Enterprise Resource Program includes Great Plains, Diamond, WorkTech, and Avanti) would be an asset.
