Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. PRESTO is an electronic transit fare payment system in the Greater Toronto, Hamilton and Ottawa areas that eliminates the need for tickets, passes and cash. PRESTO serves more than 5 million customers across 11 transit agencies and processes over $2.5 billion in fares through 67 million boardings per month (pre-pandemic). Today, PRESTO offers one of the most globally advanced fare payment systems in the world having delivered new ways to pay for customers, including real time PRESTO Contactless with credit and Interac debit and PRESTO in Mobile Wallet across its transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support their needs, and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.
Our Payments (PRESTO) division is seeking a Risk Management Specialist to coordinate the risk management program and associated reporting at Metrolinx’s fare and payments collection division of PRESTO, identify and address internal and external operational and strategic risks that may adversely affect the organization’s performance, business objectives, key programs and risk posture.
What will I be doing?
- Participate in the planning, development, and implementation of risk & fraud identification, testing and control program and associated change management; leads formal risk assessments of internal departments
- Assess, monitor and report current state of identified risks, associated controls in the business by conducting regular Risk and Control Self Assessments (RCSA) within PRESTO
- Assist with formulating corrective action plans in collaboration with appropriate business and project leads to identify, quantify, and mitigate risks; this includes tracking and timely execution of corrective action plans
- Maintain and update electronic system and database to support the collection, analysis, and reporting of risk information within Payments (PRESTO), Enterprise Risk Management team and Board level reporting
- Provide ad-hoc support as needed in managing and maintaining audit and fraud oversight program across the PRESTO division
- Effectively identify and mitigate potential fraud associated with various transaction flows within PRESTO ecosystem
- Work with large amounts of data to draw appropriate conclusions to allow for enhancement to PRESTO control environment
- Lead efforts associated with continuous training to project team to ensure risk reporting is aligned with ERM guidance
- Assist in reporting focused on risk and fraud management to various levels within the organization
- Provide consultation to business operations in assessing potential threats and opportunities, and developing appropriate risk responses through mitigation and contingency plans
- Advocate culture of risk management as an enabler of business sustainability.
- Use existing data to research, review and analyze various issues, trends, legislative issues, systemic issues, and policy/process concerns
- Develop and conduct risk management training; provides training relating to risk assessment, evaluation, change management, and processes required to identify controls
What Skills and Qualifications Do I Need?
- Completion of a university degree in business administration or related field – or a combination of education, training and experience deemed equivalent
- Demonstrated experience coordinating operational risk management
- Canadian Risk Management (CRM) designation would be an asset
- Operational and payment lifecycle risk management, risk assessment programs, fraud management, change management, and project management to facilitate formal risk and change management assessments of internal departments
- Direct experience with managing risk events in a payments ecosystem
- Experience developing and conducting risk management assessments and controls testing
- Experience with system and databases that support the collection, analysis, and reporting of risk information
- Interpersonal, oral/written/presentation skills to advise stakeholders regarding the need to apply appropriate processes for all associated risks
