About the role

Description This position is responsible for all District Energy (DE) Operations within the City Center Energy (CCE) operating area of jurisdiction. This includes all operational responsibilities, maintenance, quality service delivery, safety, energy & O&M performance reporting, financial accountability, and people development within the CCE operating area, spearheading implementation of strategic directives to ensure targets are met. They also assist with business development and capital project execution & delivery within the CCE operating area.

Major Accountabilities 1 Oversees all DE operations within the CCE operating area, ensuring maximum availability and reliability of the DE infrastructure and that they are efficient, safe, and in compliance with all relevant policies, codes, regulations, and laws while identifying opportunities to improve efficiency and reduce costs

2 Develops, builds, and maintains the client relationship with Lulu Island Energy Corporation (LIEC). Write, produce, and demonstrate energy and O&M performance monthly, quarterly, and annual reporting for submittal to LIEC

3 Manages assigned operational profit and loss budgets, ensuring financial targets are met and taking corrective action as needed

4 Directs and supervises staff, participating in recruitment, selection, orientation, training, and evaluation of employees; maintaining a safe, secure, and legal work environment; developing personal growth opportunities

General Responsibilities

  • Provides expertise to Area Supervisors and or Operators in resolving any operational issues
  • Manages LIEC’s expectations providing constant communication and resolving conflicts between client and operations team as needed
  • Ensures Site Hazard Assessments, Job Hazard Assessments, Field Level Hazard Assessments, and site inspections are completed and assists with the development of the Quality Management System (QMS) safety documentation such as OERPs, SJP, SWPs, ERP, SOPs and training records etc.
  • Manages the computerized maintenance management system (CMMS) ensuring it is up to date and includes all and any new maintenance procedures as required. Demonstrates and provide performance reports to LIEC as required.
  • Prepares reports including monthly KPI reports, quarterly operations update reports, annual energy and O&M performance reports, contribute to the annual capital plan and any produce any additional audit reports to evaluate performance and processes as requested by LIEC, identifying and resolving issues to prevent financial loss and system failure.
  • Ensures all operational, maintenance, infrastructure performance, training, QMS, environmental reporting and any relevant reports are recorded in the Computerized information Management System (CIMS) and demonstratable to LIEC if or when requested.
  • Reviews and negotiates operations contracts, managing subcontractors
  • Assists in the development of capital proposals, technology selections, commissioning for new DE infrastructure and integrated solutions within the CCE operating area.
  • Participates in the annual budgeting process, and financial forecasting for CCE
  • Ensures that appropriate professional services agreements are in place for all work projects and that there is appropriate due diligence to compliance of the agreement terms
  • Projects revenue potential of existing and new clients, defining top clients for continuous relationship improvement
  • Performs other related duties as required

Working Conditions

  • Work is performed on site, including accessing/entering construction sites
  • Exposure to hazardous chemicals and solvents
  • Heavy lifting is required
  • Travel may be required

Qualifications Knowledge/Skills/Abilities:

  • Ability to act as a resource to staff members for advice and guidance on potential approaches and problem situations.
  • Ability to develop and manage cross functional internal relationships typically within own area to solve problems and create efficiencies.
  • Ability to solve problems within established guidelines and procedures, requiring the use of judgment to determine which of many methods are applicable in any given situation.

Education / Experience

  • Bachelor’s degree or Technical Diploma in related field, would be an asset
  • P.Eng. or ASTTBC would be an asset
  • 2nd Class Power Engineer, would be an asset, with 3rd Class minimum or working towards
  • 7 years related work experience in District Energy, or Utility Operations or related discipline(s)
