Reporting to the Director of Software Engineering, the Technical Manager is accountable for the successful delivery of complex, cross-functional technology programs within PHC’s software portfolio. The role provides program-level leadership across architecture, engineering, and delivery, ensuring that solutions are scalable, secure, interoperable, and aligned with organizational and provincial digital health priorities. Acting as the primary bridge between engineering teams, clinical stakeholders, IMITS, and external partners, the Technical Manager ensures that technical solutions are effectively translated from business and clinical needs into robust, production-ready systems. The role drives consistency in architecture and engineering practices, promotes adoption of cloud-native and hybrid platforms, and advances delivery maturity through Agile methodologies, CI/CD, automated testing, and modern DevOps practices. The Technical Manager is responsible for coordinating multiple concurrent initiatives, managing dependencies and risks, and establishing governance processes that support reliable, high-quality delivery. In parallel, the role ensures that all solutions meet privacy, security, and compliance requirements, including participation in Privacy Impact Assessments (PIA) and Security Threat and Risk Assessments (STRA), and adherence to applicable healthcare standards and interoperability frameworks. This role requires a balance of technical depth, program leadership, and stakeholder engagement to drive measurable outcomes, improve system reliability and performance, and support the delivery of high-quality, data-informed patient care. What you'll be doing: Lead complex digital health initiatives: Drive the end-to-end delivery of multiple software programs, coordinating cross-functional engineering teams while ensuring projects are delivered on time, meet quality standards, and align with organizational priorities. Shape technical architecture and engineering practices: Guide system architecture, cloud strategy, DevOps, and software engineering best practices to build secure, scalable, and reliable digital solutions that support long-term growth. Partner with clinical and technical stakeholders: Translate clinical and business needs into production-ready technology by collaborating with clinicians, IMITS, product teams, and external partners to design practical, user-focused solutions. Mentor teams and ensure quality delivery: Provide leadership to software developers, establish strong engineering standards, oversee governance and risk management, and ensure solutions meet privacy, security, interoperability, and regulatory requirements. What You Bring Education, Training and Experience Master’s degree in Computer Science, Computer/Electrical Engineering or a related discipline plus seven (7) to ten (10) years of experience in software development and system design, with at least two (2) years in a leadership or program delivery role or an equivalent combination of education, training and experience. Experience delivering complex technical programs in Agile environments, with strong understanding of DevOps practices and software delivery lifecycle. Demonstrated experience with cloud platforms, preferably AWS, and familiarity with Azure environments. Experience in healthcare environments and familiarity with interoperability standards (e.g., HL7, FHIR) is an asset. Project or program management certifications (e.g., PMP) are considered an asset. Knowledge, Skills and Abilities Strong knowledge of system architecture, distributed systems, and integration patterns. Working knowledge of data platforms, SQL, and reporting/analytics tools. Strong leadership and decision-making capabilities in complex technical environments. Ability to manage, coach and mentor others. Ability to align technical solutions with business and clinical objectives. Excellent communication skills, with the ability to translate complex technical concepts for diverse audiences. Your day to day: Program & Delivery Leadership Leads end-to-end delivery of complex, multi-stream technical programs, ensuring alignment with strategic objectives, timelines, and budgets. Promotes modern architectural patterns, including API-first design, microservices, and event-driven systems.
