NATURE OF WORK:
This position is responsible for leading the development and/or review of departmental business practices and policies, leading the development of customer service and administrative policies, leading development, collection and analysis of performance measures, leading research initiatives and program reviews, and providing direction for the development and implementation of communication/public education plans and initiatives. This position is responsible for coordinating the administrative services for the department. This position is required to prepare and present plans and reports for senior levels of management and Council. This position reports to the Manager, Partnerships and Permit Services.
DUTIES AND RESPONSIBILITIES: Leads the development, collection and analysis of performance measures to assess the department’s progress in achieving objectives established through the planning process. Leads the development of customer service and administrative policies that governs the daily operations of planning, development and building permit services. Leads the training and coaching on the implementation of approved policies and processes. Provides leadership and support to all staff responsible for strategic marketing, research and business process design through the use of technological applications. Assists the monitoring, review and development of fees and charges for department programs and services. Manages all human resources and related activities including recruitment and selection and performance management for direct reports; provides leadership, coaching, mentoring and development and ensures a positive, healthy, respectful, participative work environment consistent with the People Strategy, Strategic Priorities and organization values. Responsible for ensuring proper Corporate Records and Retention Management policies are followed. Ensure adequate resources are assigned on an ongoing basis to critical services to ensure service expectations are met. Prepares reports for staff, management, senior leaders and Council. Represents the department on corporate initiatives and priorities related to business strategy and process improvement. Leads the procurement of consulting services and manages consulting contracts for assigned projects. Leads and/or manages departmental projects, as required. Performs other related duties, as required.
QUALIFICATIONS:
Knowledge, Abilities and Skills:
Considerable knowledge of, and experience facilitating, business planning and performance management processes. Knowledge of marketing, communication, and public education strategies and tools. Demonstrated ability to collect, analyze and interpret data and information and to present the information in a manner that can be understood and used for departmental planning. Demonstrated ability to provide technological support for business processes to improve customer service and to achieve operating efficiencies. Knowledge of, and demonstrated ability to apply, project management methods. Knowledge of and ability to apply group facilitation and team building techniques. Ability to promote and adhere to the principles of teamwork including: participation, shared responsibility, open communication, trust and mutual support. Ability to express ideas and concepts effectively both orally and in writing, demonstrating skill in adapting communication techniques to various situations and audiences. Highly developed research, analytical and interpretive skills and the ability to effectively resolve issues and implement actions. Ability to work with a high degree of initiative, independence, and creativity and to coordinate and prioritize projects. Ability to negotiate agreements and manage stakeholder input and feedback.
EDUCATION AND EXPERIENCE:
The knowledge, skills and abilities required for this position are typically obtained through a Bachelor of Administration, Bachelor of Commerce or related degree. A minimum of five (5) to eight (8) years experience in business services, business analysis and/or communications, with one (1) to two (2) years of supervisory experience.
WORKING / OTHER CONDITIONS:
Must have the means and ability to travel within the City of Regina and work flexible hours.
Additional Requirements: Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. Proof of education is required. Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
