The Senior Financial and Payroll Analyst is responsible for: 1) Preparing and overseeing funder budgets and financial reports for City of Toronto, 2) Detailed analysis for quarterly budget projections and annual budget preparation; 3) audit preparation; 4) backup support to the Senior Manager of Finance; 5) other Finance administrative functions

KEY RESPONSIBILITIES

  • Remains current with all relevant YWCA Policies, appropriate government legislation and changes to the Collective Agreement and employee/employer benefits. Assesses the financial impact of any such changes on the Association and brings this analysis to the attention of the Senior Manager of Finance.

  • Prepares monthly trial balance, accruals, payroll cost and benefit entries and inputs into the accounting system within established cutoff periods. This involves preparing a detailed report of salary expenses across the Association with the corresponding program accounts.

  • Review and analyze monthly payroll committed reports to ensure each payroll is run accurately.

  • Prepares and distributes monthly payroll reports to each program.

  • In consultation with program managers, directors and the Senior Payroll Administrator, updates and analyzes the master payroll and budget workbook on a timely basis.

  • Reviews, analyzes and reconciles payroll budget for programs across the Association for quarterly meetings and annual budget preparation.

  • Conducts research, calculates benefits rates and makes recommendations for each budget year.

  • Performs detailed analysis and reconciliations of all payroll related balance sheet accounts and consolidate statements at year-end.

  • Acts as the ongoing point of contact with Managers to ensure their payroll budgets are correct, flagging inconsistencies and applying financial analytics on payroll of over $25 million

  • Provides payroll related proposals and ad-hoc reports as required.

  • Responsible for overseeing, coordinating and preparing the financial components of budget submissions, quarterly and annual reports for all City funded programs (e.g. Bergamot Early Learning Centre, Davenport and 1st Stop Shelters, Housing Support, Housing Administration and Section 78).

  • At Budget time, along with the Senior Manager of Finance, review programs budgets to ensure inter-program reconciliations and all salaries are properly accounted for the Association-wide annual audit

  • Reviews, analyzes and reconciles organization-wide balance sheet accounts (including payroll clearing account, suspense, parent fee receivable, tenant rents receivable etc.) on a monthly basis.

  • Reviews and reconciles Raisers Edge report to ensure fundraising revenue is properly and accurately recorded in the accounting system.

  • Prepares fundraising reconciliation report at year-end for annual audit. Reconciles Alterna bank account on a monthly basis. Analyzes and problem-solves all account issues related to Housing, Property Services and December 6 Fund programs

  • Assists in preparing the financial components of other funder submissions and reports.

  • Co-ordinates or assists with financial monitoring and program audits required by funders.

  • Assists the Senior Manager of Finance and Director of Finance and Information Technology in Association-wide budget preparation and quarterly forecasts and helps to ensure that budget information is entered correctly in the accounting system.

  • Provides support for general journal entries, running the monthly financial cycle, HST claims, and accounting software administration.

  • Assists with year-end closing, preparation of annual audit working papers and interacts with auditors.

  • Liaises with Program Managers and Business Administrators to troubleshoot and problem solve program specific information and issues.

  • Provides software support (i.e.GP and Management Reporter) to Program Managers, Directors and Business Administrators as needed.

  • Researches taxation issues with Canada Revenue Agency and assists with submission of requests to Canada Revenue and the provincial Ministry of Finance.

  • Ensures that the payroll filing system (both paper and electronic documents) is kept up to date and organized

  • Undertakes special projects as assigned by the Director of Finance and Information Technology and the Senior Manager of Finance including critiquing accounting policies currently in effect and making suggestions for updates

QUALIFICATIONS

  • Three to five years directly related work experience including working with complex databases.

  • Demonstrated knowledge of accounting principles and practices.

  • Advanced MS Excel skill including Macros, Pivot tables, V-lookup. Working knowledge of Excel (VBA)-Visual Basic for Applications

  • Advanced competency with accounting software (GP Dynamics and Management Reporter preferred).

  • Knowledge of the social service sector and awareness of women’s issues.

  • Knowledge of culturally diverse communities.

  • Superior and proven organizational and administrative skills, including an ability to work to deadlines.

  • Superior and proven accuracy to detail required.

  • Ability to work under pressure and respond to changing priorities.

  • Ability to work well with people from diverse backgrounds.

  • Must possess a positive attitude with strong interpersonal skills.

  • Excellent communication skills, both verbal and written.

  • Ability to think strategically, plan ahead and anticipate needs and issues.

  • Experience working with volunteers or committees.

  • Uses good judgment and discretion in dealing with confidential information.
