The Alcohol and Gaming Commission of Ontario (AGCO) regulates the alcohol, gaming, horse racing, and private cannabis retail sectors in Ontario. We are driven by a commitment to public interest, integrity, and innovation in all aspects of our work.

Within AGCO’s Information and Information Technology (I+IT) Division, the Enterprise Data and Analytics (EDA) Branch is seeking a seasoned Lead Data Scientist. Reporting to the Senior Manager, Data Science and Analytics, this role presents a unique opportunity to lead and shape data-driven decision-making across a dynamic regulatory organization.

AGCO’s data landscape is diverse—some areas are mature and well-established, while others, particularly in newer regulatory domains, are just beginning their data journey. This creates a compelling opportunity for a Lead Data Scientist to:

  • Define and implement foundational data strategies
  • Develop impactful AI and machine learning solutions
  • Influence how data informs public policy and service delivery

In this role, the successful candidate will:

  • Design and deliver advanced analytics solutions—from predictive models and generative artificial intelligence (AI) to geographic information systems (GIS) and business intelligence dashboards.
  • Lead the development of cloud-based data science tools and pipelines using Azure technologies and Microsoft Fabric.
  • Collaborate with cross-functional teams to identify opportunities where data can inform policy, improve service delivery, and support regulatory innovation.
  • Present insights to internal and external stakeholders, translating complex findings into actionable recommendations.
  • Guide the operationalization of models, including field trials, performance tracking, and continuous improvement.
  • Contribute to ethical data governance and help shape the AGCO’s data maturity roadmap.

The ideal candidate will have:

  • Post-secondary education in data science, artificial intelligence, machine learning, computer science, statistics, or a related field, or an equivalent combination of education and experience.
  • Demonstrated experience using Python and SQL to solve real-world problems, including applying machine learning techniques such as regression, clustering, decision trees, and neural networks.
  • Proven ability in predictive analytics, with a track record of building models that uncover patterns and support data-informed decision-making.
  • Hands-on experience designing, building, and deploying data solutions on cloud-based platforms such as Microsoft Fabric, Azure Machine Learning, Azure Synapse Analytics, Azure Foundry, and Visual Studio.
  • A growth mindset and practical experience across the full data science lifecycle—from data engineering and model development to generating insights and supporting implementation.
  • Strong communication and collaboration skills, with the ability to convey complex analytical findings into actionable insights for both technical and non-technical audiences.
  • Experience with geospatial analysis is considered a strong asset.
  • The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
