JOB SUMMARY:

The Director is responsible for overseeing the planning design, managing and completing projects including the New Windsor Essex Acute Care Hospital (NWEACH) and the Ouellette Site Redevelopment. This role reports to the Vice President of Redevelopment and is a key member of the Redevelopment team. The Director plays an integral role in bringing a broad understanding of design, planning and construction process to Windsor Regional Hospital (WRH) and an understanding of the organizational, operational, and clinical perspective to the planning, design and construction processes for the NWEACH and other redevelopment projects across WRH sites.

RESPONSIBILITIES:

  • Managing the new Hospital planning and design of all major projects across the New Windsor / Essex Acute Care Hospital Project and Ouellette Site Redevelopment.

  • Working collaboratively with the Redevelopment team, Senior Team, Users and Consultants to issue submittals and seek approvals from regulatory bodies such as Ministry of Health, Infrastructure Ontario, Ontario Health, the City of Windsor, the County of Essex, etc.

  • Ensuring that all planning and design work and activities incorporates the long-term vision and design principals for not only the new Hospital but the entire corporation and is developed with appropriate consultation with the City of Windsor, County of Essex, MOH, staff, external stakeholders and the greater community.

  • Participating and assisting in coordinated research and be part of a team that will analyze best practices in the operation (clinical and non-clinical) of the hospital, including the expansion, and ensuring these are translated into the requirements and Project Specific Output Specifications (PSOS) of the new Hospital.

  • Ensuring that all redevelopment deliberations, decisions, and activities consider and respect WRH Board directed vision, guiding principles, the community, the Hospital’s clinical users and organizational subject matter experts.

  • Providing direction and coordinating all major capital projects at WRH through the Alternative Financing and Procurement approach for the NWEACH and the Ouellette Site Redevelopment projects, as required.

  • Working with the Ministry of Health, Infrastructure Ontario, the project advisors and other stakeholders to oversee the planning and development of Project Specific Output Specifications (PSOS), the bid period and further design development, construction, commissioning and integration of all major Hospital projects.

  • Preparing, issuing and participating in the evaluation of the RFQ, RFP; conducting evaluations and issuing recommendations to the MOH, IO and through the WRH Senior Management to the Board.

  • Introducing each cycle/phase of planning to the clinical leadership of the Hospital, scheduling ongoing participation in the process, assisting in contextualization and interpretation, and addressing any concerns brought forward.

  • Assist hospital users in understanding the planning process, the submittals, contract documents and understanding the potential ramifications of planning decisions on the eventual construction and architectural impact on hospital workflow and processes.

  • Responsible for project execution, specifically direct management of the design team (including hospital user group); and execution of the project through the design, bidding, implementation phases, construction including commissioning and closeout.

  • Responsible for day-to-day management of the design, procurement and construction activities.

  • Lead the development of room data sheets and collaborate with Hospital consultants to incorporate, analyze, and produce functional room layouts including the validation of the furniture, fixtures and equipment (FF&E) requirements.

  • Work with the administrative, staff, of the City of Windsor and the County of Essex to ensure municipal and county planning requirements and site plan obligations are met, including those for any ancillary projects such as the proposed Hospital Innovation Park and/or Medical Office Building.

  • Lead and facilitate studies and consultant teams required to make informed project planning decisions e.g., retail, workplace and WELL Hospital studies.

  • Monitoring the impact, if any, of the equipment procurement process on the project design/construction and, if needed, providing advice and guidance to all concerned to incorporate the hospital’s equipment needs into the project specifications and/or Project Agreement.

  • Providing the necessary leadership in planning and construction to bring in the project on time and on budget and meet the vision, design principles and community expectations for the delivery of the new Hospital.

  • Creating an organizational framework that supports successful implementation of strategic goals.

  • Bring forward issues of importance and relevance in the programming, planning and design of the NWEACH to Capital Planning Steering Committee.

  • Provide reports to the Board of Directors and support the Capital Planning Advisory Committee of the Board, the Senior Management Team and the administrative working committees for the project.

  • Ensuring that the design of the new Hospital promotes best practices, patient and family centered care and a positive work/life balance for professionals and staff.

  • Manage activities of external consultants under contract (e.g., Architects, Functional Programmers, etc.) to facilitate progress of various activities in compliance with project timelines, parameters and demonstrated value for money pursuant to Hospital policy and Broader Public Sector Guidelines.

  • Conferring regularly with Project Management scheduling consultants to monitor and update compliance with project schedule including status, risks to achieving goals, plans to mitigate any issues of non-compliance, etc.

  • Consulting regularly with Equipment and Furniture and ICAT Consultants and WRH Project Teams to interpret overarching operational, clinical, and support processes, procedures, and related elements to ensure integration with the Functional Program and evolving operational plans.

  • Identifying and ensuring resolution of project related issues in a timely manner consistent with the project schedule and within approved project budget.

  • Interpreting the NWEACH Functional Program document for the Redevelopment Team, external consultants, the MOH, and WRH Teams.

  • Ensuring that the planning and design elements meet or exceed operational, accreditation and legislative standards (e.g., Occupational Health and Safety standards, accreditation quality of work life requirements, etc.) and can be operationalized efficiently and effectively.

  • Developing frameworks to guide the successful implementation of projects including bid open period proponent presentations, bid evaluation and Works Phase design development processes with the successful Project Co.

  • Other duties as required

QUALIFICATIONS:

  • Degree in Architecture, Engineering or Technical Designation with at least 5 years of experience, 10 years is preferred.

  • At least 5 years of progressive experience in the design, scheduling, costing, tendering and administration of large development and construction projects.

  • Experience in the design and planning of Hospitals and/or centres for healthcare.

  • Experience in dealing with MOH, Municipalities and other regulatory bodies.

  • Experience and previous involvement working with a team in the planning of a large-scale new or renovated healthcare facility.

  • Demonstrated experience in managing operational functions in large complex organizations including program planning, design, implementation and evaluation.

  • Demonstrated experience supervising and managing a professional and integrated team.

  • Demonstrated experience with corporate service functions such as budget planning and reporting, database and systems management.

  • An ability to view the organization from a broad context and understand the complexity and interdependent nature of patient care processes and the impact and implications of decisions on the quality of patient care or service provision.

  • Broad knowledge of and demonstrated experience with large-scale change management, including dealing with resistance to change and demonstrating personal commitment to change through actions and communications.

  • Experience in healthcare capital project planning is essential and, in particular, experience with alternate forms of project delivery, development of Master Plans and Functional Programs, transition plans, and Post Construction Operating Plans.

  • Experience supporting Capital Planning and Steering Committee and other ad hoc planning committees.

  • Proficiency with Microsoft Office applications including Outlook, Word, Excel, PowerPoint, Visio and Project.

  • Demonstrated ability and experience to supervise and manage large scale capital project planning and implementation.

  • French language proficiency an asset.

OTHER:

  • Occasional travel to support research/education to better inform project deliverables.
