THE OPPORTUNITY
This position provides high quality and strategic support to community groups and individuals who desire to positively contribute to the community’s quality of life. The incumbent will provide relevant, timely and meaningful support that results in quality grass-roots community initiatives, events, services, supporting organizational sustainability and development, by strengthening community leadership, collaboration and innovation with community groups and residents. This position is responsible for providing support in the areas of community capacity building, community/individual wellbeing, responsiveness to social issues, local/regional collaborations, special events, and program service delivery. It is responsible leading and/or supporting the creation, coordination, delivery, and evaluation of community building initiatives in response to community identified social issues. This position will be assigned a specific portfolio and/or areas of focus (e.g. Reconciliation, mental health, poverty reduction, healthy relationships, Diversity Inclusion Equity Belonging (DIEB), non-profit support, neighbourhood development, etc.). This position reports to the Supervisor of Community Development.
This is a one (1) year grant-funded temporary position with an annual salary of $82,937.40
RESPONSIBILITIES
- Community Development
-
Supports community development and community capacity building initiatives that align with corporate and Council's strategic goals and priorities.
-
Initiates processes to engage participation and identify community needs, interests, gaps, challenges, opportunities and develops strategies to meet these needs in an effective manner.

Demonstrates effective facilitation and strategic planning skills and a solid understanding of board governance, fund development/grant writing and applicable legislations.
-
Identifies opportunities for community engagement in planning responses to social issues and related initiatives using a variety of techniques to maximize participation and desired outcomes (International Association Public Participation (IAP2)– Inform, consult, involve, collaborate, empower, etc.).

Establishes and maintains effective links, networks and collaborative relationships with internal departments, external organizations, and allied partners to offer and strengthen the social connectedness of the community.

Devises and administers community support initiatives, such as training, programs, events, and workshops, ensuring outcomes are measured consistently.

Establishes and maintains a diverse list of appropriate local resources for information and referrals.
-
In conjunction with supervisor and other departments or work units, support the development of communication plans and public participation strategies using the International Association of Public Participation framework.

Monitors the vitality of community resources and strategizes to enhance accessibility and sustainability for community groups and residents.

Identifies and develops community capacity, leadership, resources and support to meet residents’ needs, priorities and drive systemic change.

Mobilizes and applies community development practices/processes to address social issues and enhance social wellbeing.
-
Responds to difficult, controversial and/or complex issues, often without guidance, regarding issues such as community relationships, corporate bylaws, policies and procedures, department philosophy and principles, standing agreements with partners and future planning and direction.

Recognizes and understands the implications of emerging issues which may have broader significance and works with department leadership and colleagues to develop solutions.

Ensures that when programs, services or resources are provided or shared, clear expectations and accountabilities are established with community groups and individuals.

Commits department resources within assigned parameters and operates with fiscal accountability.

Understands community issues and identifies corresponding opportunities for department initiatives to address these issues.

Facilitates, provides resources and/or training opportunities related to program, event, service delivery, planning, and evaluation.

Facilitates, provides resources and/or training opportunities, in the context of not-for-profits and board development, leadership, governance and policy development to meet community and precise needs to enhance the effectiveness of volunteers and paid staff.

Assists the community in identifying and leveraging funding opportunities. Facilitate collaboration to align/maximise resources.

Addresses barriers that residents and community groups experience and provide opportunities for increased support, engagement, mobilization, and improved community wellbeing.

Builds community awareness of social issues by various methods (programs, events, education/training, marketing material, social media & communication strategy).

Facilitates, develops, and promotes opportunities that build and/or enhance a sense of community belonging and social well-being.
- Relationship Building and Networking

Develops professional, collaborative relationships with appropriate neighbouring municipal representatives and work in partnership to support community-led goals regarding complex social issues in a regional context.

Builds and fosters professional relationships with public, residents, institutions, community groups and other partners.

Fosters relationships with equity-deserving groups and embraces the City’s commitment to Truth & Reconciliation and DIEB.

Engages a diverse range of community members in opportunities that enable them to participate in various ways through collective action.

- Leadership

Provides consultation and guidance to community organizations in the recruitment, development and retention of paid staff and volunteers, as required.

Ensures risk management and safety standards, which are aligned with legislation and/or corporate standards.

Complies with City’s safety policies and procedures and contribute to a positive safety culture. Attend Health & Safety meetings and complete relevant training.

When assigned, provides leadership internally for department and inter-department initiatives, processes, or planning.

Provides leadership and/or support for community and corporate initiatives, projects, processes, or planning when assigned.

Participates actively in the strategic and service planning activities of the work unit and cross-departmental work groups, demonstrating a good understanding of corporate planning documents, tools and how they are applied.

- Project Management

Supports local social serving organizations, schools, and other community partners in the creation, attraction and delivery of community programs and events.

Supports community-initiated and/or led community projects with planning tools, meeting corporate requirements and permissions, and identifying potential challenges and solutions.

Facilitates evaluations and de-briefs with internal and community partners to identify areas of improvement for future initiatives and projects.
-
Plans, coordinates, develops, and manage short- and long-term projects/initiatives that respond to community needs and strengths. Ensure projects maintain scope, timelines, and budgets.

Utilizes project and change management processes to support project success.
- Research & Evaluation
-
Develops and use evaluation frameworks and methods to identify individual broad community impact and system-level changes.
-
Researches trends, best practices and current issues related to the community’s needs, issues and corporate priorities.
-
Identifies key performance indicators for portfolios using logic models and theories of change.
-
Conducts research utilizing various methods and methodologies.
-
Reports on outcomes, research findings, and grant requirements.
- Administration
-
Creates succinct and professional reports, briefing notes, presentation materials and communications (emails, letters).
-
Drafts agreements, contracts, and service arrangements with identified groups that accurately reflects the relationship with the City and the usage of Community Social Development space.
-
Effectively manages records as per corporate and legislative standards (FOIP).
-
Completes all required reporting, financial reconciliation and measurements as required. Accountable for data collection and reporting to funders (i.e. grant and FCSS Outcomes Model requirements).

Communicates information through City’s website and dedicated CSD web and social media pages.
-
Adheres to appropriate spending practices in accordance with budget approvals.
-
Participates in annual strategic planning that is aligned with corporate plans (i.e. Social Sustainability Plan)
-
Administers programs through designated platforms (i.e. ActiveNet, ETO, etc.)
- Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.

QUALIFICATIONS
Required Qualifications:

Bachelor's Degree in Humanities, Social Sciences, Child and Youth Development, Education or other related field.
-
A minimum of five years of related work experience.
-
A combination of relevant education and equivalent work experience directly related to community development may be considered.
-
Holders of degrees in Social Work must be registered with the Alberta College of Social Workers.
-
Advanced communication skills and excellent presentation skills.
-
Ability to work effectively and professionally with all levels within the organization and externally.

Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies.

Ability to develop, implement and evaluate innovative plans.

Asset Qualifications:

Established networks/relationships with Indigenous communities, including specialized training or lived experience.

Knowledge and understanding of Indigenous peoples, governance, culture, history, and community dynamics.

Progressively responsible intercultural experience, preferable with a focus on working with Indigenous groups, in community development activities.

CONDITIONS OF EMPLOYMENT

Class 5 Driver’s License.

Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.

Working Environment:
- Monday to Friday, weekend and evening work may be required.
- Hours of Work: 8:30am to 4:30pm.
- Overtime may be required.
- Travel may be required.
- Working in an office environment.
- Exposure to noise levels that may exceed 85 decibels.

CONDITIONS OF EMPLOYMENT

Class 5 Driver’s License.

Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.

Criminal Record Check Clearance.
Working Environment:
- Monday to Friday, weekend and evening work may be required.
- Hours of Work: 8:30am to 4:30pm.
- Overtime may be required.
- Travel may be required.
- Working in an office environment.
- Exposure to noise levels that may exceed 85 decibels.
