In 2015, SickKids launched Project Horizon, a long-term plan for the renewal of the SickKids campus and the foundation for an integrated and seamless paediatric healthcare system. Project Horizon is a multi-year phased redevelopment project to transform the delivery of paediatric care, meet growth needs and replace aging, outdated infrastructure. The goal of Project Horizon is to ensure that SickKids can continue to deliver top quality, specialized paediatric care, through investing in the facilities and technology required to achieve this important mandate.

In addition to the already completed Patient Support Centre (PSC), Project Horizon consists of an offsite Ambulatory Care Tower (ACT), a new Critical Care Tower (CCT) that will be developed on the existing SickKids main campus (collectively the "New Facilities"), and a series of renovations, infrastructure, and demolition projects within existing SickKids facilities (collectively the "Early Works"). The Early Works projects are expected to be implemented through a Construction Management (CM) delivery model.

SickKids has an existing vacancy and is seeking a Project Director, Project Horizon Early Works to play a critical leadership role in advancing Project Horizon. The Chief Planning and Development Officer (CPDO) and Chief Facilities Redevelopment & Sustainability Officer (CFRSO) have shared accountability for Early Works; with planning occurring under the accountability of the CPDO and construction under the accountability of the CFRSO. This shared accountability has been intentionally structured to ensure that planning of Early Works occurs in alignment with the overall Project Horizon portfolio and that implementation is coordinated with the ongoing needs and varying priorities of existing SickKids facilities. As such, the Project Director will have dual reporting responsibilities to both the CPDO and CFRSO over the course of Early Works.

The Project Director will oversee the implementation of all phases of the Early Works redevelopment projects which includes project planning, design, construction, and occupancy. This role will manage multidisciplinary teams, lead technical and planning deliverables, and ensure alignment with and adherence to the Ministry of Health and Ontario Health's capital planning and project delivery process. The Project Director will collaborate closely with Project Horizon's Reinvention team, responsible for clinical engagement to ensure activities and deliverables across the Project Horizon team, and SickKids more broadly, are well coordinated and that handover happens seamlessly across the organization.

Here's What You'll Do Project Leadership and Deliverables

  • Directly accountable to the CPDO and CFRSO for planning, design and implementation of the Project Horizon Early Works projects, while working closely with other internal and external stakeholders, consultants and leaders regarding project plans, budgets, scope, progress, status and deliverables.
  • Collaborates with the Project Controls Office for Project Horizon to ensure appropriate time, quality and cost monitoring systems/measurements are implemented; reporting criteria and processes developed and implemented including the effective compliance monitoring of schedule, budget, quality, and safety against contract requirements.
  • Collaborates with department leaders to provide advice and problem resolution on a variety of design and construction issues, human resource requirements and areas related to the direction and development of the department, Management/Executive and stakeholders within the site.
  • Ensures facilities are planned, designed, and constructed to meet clinical/operational outcomes and align to the latest standards and best practices in health facility design, project delivery, and environmental sustainability.

Team Leadership and Stakeholder Engagement

  • Collaborates with the Project Director, Reinvention to ensure a smooth transition of spaces to operations, and also proactively engages with the operational readiness team in mitigating risks in design, construction, and commission.
  • Collaborate closely with the Project Director, Planning and Design to ensure appropriate coordination between the New Facilities and Early Works.
  • Ensures appropriate engagement, review and sign-off of project plans and deliverables; establishes ongoing support for initiatives from project executive sponsors and user groups; keeps stakeholders aware of project status and ensures effective communication channels are in place.
  • Provides overall leadership and managerial direction to the assigned Project Managers, designated staff and contracted consultants in the construction and implementation of the project to achieve target scope, schedules, budget, and cash flow.
  • Manages and oversees the management of project human resources including recruitment, professional development, performance assessment and discipline of employees or contractors within the assigned area of responsibility.
  • Collaborates with the Facilities Project Management Office to review that Capital Redevelopment Projects are not in conflict with any Project Horizon Early Works projects

Procurement and Contract Management

  • Oversees and/or manages the construction documentation and specifications and ensures contracts are awarded in compliance with established governmental regulations and SickKids policies.
  • Manages contracts awarded to consultants, contractor and other vendors to ensure compliance and intent.

Risk and Performance Management

  • Identify and mitigate risks throughout all phases of planning and development.
  • Work with the Project Horizon Project Controls Office to ensure robust project controls and reporting systems are in place to monitor project performance.
  • Report progress, risks, and recommendations to senior leadership and key stakeholders.

Here's What You'll Need

  • Bachelor's degree in Architecture, Engineering or Construction Management, or equivalent combination of education, training and experience may be acceptable.
  • Ten (10) years' recent and related experience in senior management leadership roles overseeing the design and construction of facilities projects, preferably in large complex organizations such as healthcare.
  • Solid understanding of building systems & infrastructure.
  • Demonstrated knowledge of facilities project delivery processes including planning, design, construction and procurement within current standards, codes, bylaws and regulations.
  • Proven experience in effectively managing diverse teams of project consultants, specialists and user groups.
  • Experience with municipal building permit applications process.
  • Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards.
  • Highly developed influencing, communication and consensus building skills.
  • Experience in finding positive solutions to complex issues and problems with a variety of stakeholders.
  • Ability to work in a fast paced, result-oriented, deadline-driven team environment.
  • Understands the importance of fostering a culture of equity, diversity & inclusion.

ASSETS

  • Professional Engineer (P.Eng.) or Registered Architect credentials in the province of Ontario.
  • Experience on multi-phase projects implemented using Construction Management or Design Build deliveries.
  • Project Management Professional (PMP).
  • Broad knowledge of patient care delivery systems.

Reporting Structure : The Project Director, Project Horizon Early Works role will be dual reporting to the Chief Planning and Development Officer and the Chief Facilities Redevelopment & Sustainability Officer.
