ACCOUNTABLE TO: Communications Manager

Brief Overview:

The Web Developer is responsible for designing, building, maintaining, and optimizing MN–S digital platforms, including the public website and the internal SharePoint intranet. This role ensures MN–S digital systems are secure, accessible, reliable, and user-centered – supporting government transparency, citizen engagement, and internal operational efficiency. The Web Developer collaborates closely with Communications, IT, HR, and program areas to deliver modern, well-governed digital tools that strengthen public service delivery and internal collaboration.

Key Responsibilities:

Digital Strategy & Web Governance

  • Own and lead MN–S’s web and intranet strategy, aligning digital platforms with government priorities and communications objectives.
  • Implement initiatives in accordance with established departmental intake and prioritization processes.
  • Provide technical assessment, effort sizing, and implementation planning for approved projects.
  • Drive continuous improvement across usability, accessibility, performance, and content structure.

Public Website Development & Administration

  • Build, maintain, and optimize MN–S websites using modern CMS workflows.
  • Develop responsive, accessible, citizen-first front-end experiences and translate design wireframes into production-ready code.
  • Manage updates, security patches, hosting coordination, backups, and uptime monitoring in collaboration with IT.
  • Implement analytics, performance reporting, and cross-browser/device testing.

Intranet Development & Management

  • Build and manage MN–S’s centralized SharePoint Online intranet site.
  • Design clear site structure, navigation, metadata, and document governance standards.
  • Develop and customize pages, libraries, lists, and basic Microsoft 365 integrations (Teams, Forms, Power Automate).
  • Maintain access controls, site security, and provide staff guidance on publishing and document management.

Accessibility, Compliance & Digital Resilience

  • Ensure digital platforms meet accessibility standards and usability best practices.
  • Support privacy, records management, and data security compliance requirements.
  • Maintain documentation of digital standards, workflows, and configurations.
  • Contribute to backup, recovery, and business continuity planning for digital platforms.
  • Other duties as assigned.

Knowledge and Skills:

  • Strong knowledge of modern web development practices, including CMS configuration, responsive design, and performance optimization.
  • Working knowledge of SharePoint Online site development, document governance, and Microsoft 365 integrations.
  • Understanding of accessibility standards, privacy requirements, and digital security best practices.
  • Ability to translate business and communications objectives into effective digital solutions.
  • Strong analytical and problem-solving skills with attention to detail.
  • Ability to manage multiple priorities within structured intake and approval processes.
  • Clear communication skills, with the ability to explain technical concepts to non-technical stakeholders.

Qualifications:

  • Diploma or degree in Computer Science, Computer Systems Technology, or a related field; or an equivalent combination of education and experience.
  • Minimum three (3) years of professional experience in web development and CMS administration.
  • Demonstrated experience with WordPress or similar CMS platforms.
  • Demonstrated experience working with HTML, CSS, JavaScript, Git,
  • Experience in PHP, REST API, TypeScript, React considered an asset.
  • Experience in MS365 tools including SharePoint Site development or intranet development.
  • Experience implementing accessibility standards and maintaining secure, reliable digital environments.

Additional requirements:

  • A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
  • The successful candidate must undergo a Criminal Record Check.
  • The Travel requirement for this position is 10%
