This is a Senior Child Protection Social Worker position with the primary responsibility of working independently while delivering a continuum of child protection services. This position will primarily focus on delivering either Investigation services or Focused Intervention or Children Services, to the Abegweit and Lennox Island First Nation. As a delegated senior child protection social worker, the incumbent is responsible for delivering child protection services to Indigenous children and families in a manner that promotes and preserves the Indigenous cultural identity of children and families.

Duties will include but are not limited to:

  • Receive Child Protection reports and investigate reports that meet the criteria for Child Protection investigations;
  • Provide Focused Intervention service to families and children in order to mitigate the child protection risk in accordance with the Provincial Child Protection Legislation, and Act Respecting First Nations, Inuit and Métis children, and youth and families.
  • Gather and review file information, contact collateral sources for information, including accessing and retrieving relevant reports.
  • Conduct interviews with children, parents, caregivers, and other relevant sources of information.
  • Collaborate with the Designated Band Representative, MCPEI, Pride, and community in delivering services to children, youth and families.
  • Arrange for and attend medical exams for children, as well as arrange to have a child’s mental or emotional well-being assessed.
  • Conduct in-depth clinical assessments from a historical trauma as required to identify culturally appropriate responses to needs of children, youth, and families.
  • In collaboration with the Designated Band Representative, child, family and community, develop appropriate cultural connection plans for Indigenous children in care.
  • Develop appropriate case plans for clients and families to reduce the risk of harm to children. This includes ongoing contact with families in the form of announced and unannounced home visits, telephone calls, office visits, and collaborate with the Designated Band Representative and community.
  • Ongoing case management and risk assessment to determine if the safety concerns are being mitigated, and appropriate actions taken to ensure safety of a child in accordance with the Act Respecting First Nations, Inuit and Métis Children, Youth and Families. This can include Seeking and securing alternate placements in accordance with the priority of placement, taking children into the Custody and Guardianship of the Director of Child Protection. Assess foster, kinship, adoptive and alternative care provider homes, and provide ongoing support to approved homes.
  • Plan, develop and implement general and targeted recruitment initiatives in response to the demand for Indigenous foster care resources; Provide ongoing monitoring of approved Indigenous foster homes to ensure compliance with policies, standards and contracts; facilitate caregiver’s circle,
  • Conducting joint investigations with police in matters of physical and sexual abuse of children;
  • Preparing cases for legal interventions and representing the Director of Child Protection in Court; and;
  • Other duties as required.

Minimum Qualifications:

  • A Master of Social Work degree supplemented with considerable experience or a Bachelor of Social Work degree supplemented by extensive experience. Consideration may be given to applicants with a Master of Social Work degree with experience or a Bachelor of Social Work degree supplemented by considerable experience. Experience required is in Social Work and prior experience in child protection is preferred.
  • Must be eligible for registration with the PEI Social Work Registration Board and for delegation under the PEI Child, Youth and Family Services Act.
  • Excellent oral and written communication skills.
  • A valid PEI Class 5 driver’s license with access to a reliable vehicle.
  • The employee is required, as a condition of employment, to provide a motor vehicle for the purposes of carrying out employment functions. The requirement is subject to review every 12 months as per UPSE Civil Collective Agreement.
  • Knowledge of child development, family dynamics, impacts of abuse and neglect on children, community resources, trauma and its effect on children’s well-being, mental health and addictions issues and their impacts, and the importance of permanency planning for children.
  • Skills in risk assessment, interviewing, communication, case planning, case management, counselling, clinical assessment, critical thinking, anger management, conflict resolution, group work, crisis intervention, collaboration, cultural competence, computer literacy, documentation and time management.
  • Ability to understand and interpret the Child, Youth and Family Services Act, An Act Respecting First Nations, Inuit and Metis Children, Youth and Families, the Adoption Act and other related legislation, policies and procedures.
  • Training in use of Structured Decision Making, Step Wise Joint Interviewing, Trauma Informed Care.
  • A good previous work and attendance record and acceptable Criminal Record Check, Vulnerable Sector Check and Child Protection Record Check.

Other Qualifications:

  • Knowledge of other risk assessment tools would be an asset.
