About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. The Assistant Manager, Housing supports the effective management of the Musqueam Indian Band Housing Department. Reporting to the Housing Manager, the Assistant Manager provides leadership in operational and administrative functions, including budget oversight, contract administration, narrative and financial reporting, and policy implementation. This position assists in supervising departmental staff, oversees contractors in the absence of the Housing Manager, and ensures housing programs and services are delivered in alignment with Musqueam’s values, policies, and strategic goals.
Roles & Responsibilities
Leadership & Management
Provides guidance and oversight to administrative and housing staff, ensuring effective coordination of work and adherence to policies.
Oversees contractors and service providers in the absence of the Housing Manager.
Maintains strong working relationships with homeowners, tenants, community members, contractors, and external partners.
Budget & Financial Oversight
Assists in the monitoring and administration of the Housing Department budget.
Conducts budget reviews, tracks expenditures, and ensures compliance with financial policies and approved allocations.
Works with finance staff to review invoices, reconcile accounts, and monitor revenue collection, including rent arrears and repayment plans.
Identifies cost-saving measures and funding opportunities to support departmental operations.
Reporting & Policy Implementation
Responsible for the preparation of narrative and financial reports for the Housing Department.
Contributes to policy development and ensures consistent application of housing policies, including rent collection, arrears management, and enforcement processes.
Prepares briefing materials, reports, and recommendations for the Housing Manager, CAO, Council, and Standing Committees as requested.
Program & Contract Administration
Ensures contracts are properly drafted for housing repairs, renovations, and maintenance projects.
Identifies required housing renovations, prepares scopes of work, and develops cost estimates aligned with departmental priorities.
Reviews insurance administration for all Band-owned residences.
Oversees application, compliance, and reporting requirements for CMHC, Indigenous Services Canada, and other housing-related funding programs.
Community & Client Services
Assists housing services and maintenance requests are processed, executed, and closed in a timely manner.
Assists in the coordinates annual home inspections and ensures proper communication with homeowners and tenants.
Assist in quarterly community engagement opportunities as requested.
Committee & Project Support
Assists in the preparation of meeting agendas, briefing materials, and documentation for Council Committees as required.
Supports housing-related partnerships and projects with external agencies with external partners.

Knowledge, Skills, and Abilities
Post-secondary education in in similar field is considered an asset
Minimum 3–5 years of experience in housing administration, contract management, or related field, preferably in a First Nations context.
Strong knowledge of housing maintenance methods, construction practices, and asset management.
Experience with budget preparation, monitoring, and financial reporting.
Ability to draft clear, comprehensive narrative and financial reports.
Strong organizational, communication, and leadership skills, with the ability to supervise staff and contractors.
Ability to apply sound judgment, tact, and discretion in managing sensitive and complex housing issues.
Knowledge of Musqueam or First Nations culture, housing policy, and governance context considered an asset.
Must maintain confidentiality, work effectively in a team environment, and build strong relationships with community members and external partners.
Successful Criminal Record Check.
Valid driver’s license and access to a reliable vehicle for work purposes.
Working Conditions
Work is performed primarily in an office environment with regular interaction in the community.
Occasional evening or weekend work may be required to meet community or departmental needs.
