The responsibility of designing, constructing, and maintaining these assets lies with the Capital Projects, Design & Delivery branch.

The Capital Branch of Toronto’s Parks & Recreation Division is seeking a highly motivated and experienced Project Manager to lead the planning, design, and implementation of trail and erosion control projects within Toronto’s extensive ravine and natural heritage system. Reporting to the Program Manager and Senior Project Manager, you will play a key role in delivering complex multi-disciplinary projects that improve public access, protect natural ecosystems, and build climate-resilient infrastructure. You will also be providing oversight on bridge, seawall and other structure projects that are delivered by other City divisions and agencies on behalf of P&R Division.

Major Responsibilities:

  • As a Project Manager in the Capital Projects Design & Delivery unit of the Parks, Forestry & Recreation Division, you will be responsible for managing the planning, design, procurement, and implementation of complex capital projects involving ravines, trails, bridges, erosion control, and related structures. You will lead multi-disciplinary teams of internal staff, consultants, partners and contractors to deliver projects that enhance public access, address climate resilience, and protect Toronto’s natural heritage areas.

  • Your responsibilities include developing project scopes, budgets, and schedules; securing necessary approvals and permits; leading public and stakeholder engagement; coordinating with partner divisions such as Toronto Water, Transportation Services, and Engineering & Construction Services and agencies such as TRCA, and ensuring compliance with applicable regulations and environmental standards. You will oversee all phases of project delivery from feasibility and concept design through to construction and closeout while monitoring risks, resolving issues, and ensuring projects are completed on time, within budget, and to a high standard of quality and safety.

  • You may also provide oversight on projects that are delivered by partners such as the TRCA. You will be responsible for reviewing and interpreting technical drawings, design reports, and construction documents to ensure alignment with project objectives, City objectives and standards, and site-specific constraints. A strong understanding of civil, structural, and landscape design principles is essential to assess constructability and provide direction to consultants and contractors. Familiarity with ArcGIS is required to support spatial analysis, mapping, and planning efforts related to trail connectivity, erosion risk assessment, and prioritization of future projects.

  • You will develop, recommend and administer the annual budget for the projects you are responsible, and ensure that the expenditures are controlled and maintained within approved budget limitations. As well as ensure that asset management, financial planning, control, performance measurement and reporting are in compliance with Corporate and legislative requirements and supports the Division's goals and objectives.

  • In this role, you will also be expected to champion innovation and sustainability in the delivery of public infrastructure within environmentally sensitive areas. You will apply a climate resilience and equity lens to all phases of project development, ensuring that designs reflect the City’s goals around accessibility, environmental protection, active transportation, and community wellbeing. Your ability to navigate complex regulatory environments, align multiple stakeholder interests, and manage competing priorities will be essential to advancing strategic initiatives and delivering high-impact projects that enhance Toronto’s ravine and trail systems for current and future generations.

  • You will develop, recommend and administer the annual budget for the projects you are responsible, and ensure that the expenditures are controlled and maintained within approved budget limitations. As well as ensure that asset management, financial planning, control, performance measurement and reporting are in compliance with Corporate and legislative requirements and supports the Division's goals and objectives.

  • You will represent the Branch and the Division while communicating with stakeholders. You will review or prepare committee reports and presentations for senior-level staff. You may assist with Indigenous Place Keeping projects with collaboration with Indigenous staff and community.

Key Qualifications include:

  • Post-secondary education in a related discipline such as Civil Engineering, Landscape Architecture, Environmental Engineering, or an equivalent combination of education and relevant professional experience. P.Eng. or OALA/CSLA designation is considered an asset.

  • Extensive experience in the design and construction of complex, major infrastructure, multi-disciplinary projects in one or more of the following areas: trails, erosion control,bridges, seawall, flood control — including work within natural ravines and watercourse environments.

  • Considerable experience in developing procurement documents, including one or more of the following :Requests for Proposals (RFPs), consultant and construction rosters, blanket contracts, and construction tenders.

  • Strong understanding of alternative procurement approaches and best practices in public sector contracting.

  • Strong analytical, interpersonal, and problem-solving skills, with a proven ability to navigate complex issues, manage competing priorities, and resolve conflicts effectively.

  • Comprehensive knowledge of applicable legislation, permits, and regulatory frameworks, including but not limited to: the Occupational Health and Safety Act, Safe Drinking Water Act, Environmental Protection Act, Ontario Building Code, City of Toronto Ravine and Natural Feature Protection By-law, Easements, TSSA requirements, Accessibility for Ontarians with Disabilities Act (AODA), Planning Act, TRCA regulations, Department of Fisheries and Oceans (DFO) requirements, Environmental Assessment Act, and the Construction Act.

  • Ability to travel to various locations and project sites across the City of Toronto as required.

  • Excellent communication, presentation, and stakeholder engagement skills, with the ability to work collaboratively with City staff, partners, elected officials, consultants, contractors, and the public.

  • Familiarity with ArcGIS and spatial analysis methods will be an asset.
