Waste Collection and Diversion Patroller

Starting Rate: $27.55 hourly

Salary Range: $27.55 - $30.00 hourly

Hours of Work: 40 hours per week

Classification: CUPE Outside Class 5

Status: Permanent Full-time

The Opportunity:
The Waste Collection and Diversion Patroller is responsible for the quality control of waste

collection programs and service delivery associated with garbage and divertible materials (such

as garbage, organics, and leaf and yard) and large article collection. Assesses quality control by

conducting on-going, on-site inspections of collection contractors, monitoring daily operations,

and conducting audits to ensure compliance with related contracts and the District’s waste by-
laws.

What you will do:
• Responsible for the field (on-road) monitoring of contract compliance for waste and

divertible material (such as garbage, organics and leaf and yard waste) collections and

haulage as outlined in the District’s collection, transfer, processing and haulage

contract(s) (curbside, site attendant services, lakeside collection, haulage, etc.).

  • Ensure contracted services are delivered in compliance with contract(s) and materials

are managed in an efficient and responsible manner.

  • Provide latest on-road collections information to the appropriate Solid Waste

Management team members and, working together, collectively ensure timely and

accurate responses to customer service inquiries.

  • Conduct waste audits for curbside set-outs, waste drop-off facilities, and processing

facilities to gauge residential program participation rates and compliance with applicable

contracts, when required.

  • Provide input into collections-related operational challenges and recommend solutions.

  • Oversee attendant services, including reviewing and providing feedback on procurement

documents, arranging details with the contracted service provider(s), on-site monitoring

of services, and communicating with the public.

  • Ensure that residential set-outs are in compliance with waste management by-laws,

reporting issues to by-law enforcement and/ or management.

  • Perform on-site inspections to determine eligibility for District provision of waste services

and applicable service limits (such as multi-unit residential locations, new subdivisions,

commercial businesses, seasonal/private roads, etc.), use of District Waste Facilities,

including site attendant scale buildings.

  • Support enforcement of the Waste Management By-law and act as District By-law

Officer for all by-laws passed by the District of Muskoka in accordance with the District’s

by-law appointing Municipal Law Enforcement Officers.

  • Educate residents of non-compliance issues, diversion opportunities, disposal education

prepare non-compliance letters, track, and report issues, etc. and serve as an on-road

ambassador for the District’s waste management and diversion programs.

  • Provide input into the development of waste management policies, procedures and by-

laws and, in addition, support procurement of waste management collection and site

attendant services contracts.

  • Prepare reports, compile statistical information, and support creation of waste

management mapping.

  • Related duties, as assigned.

What you will need:

  • Two (2) year community college diploma in Waste Management or Environmental

Sciences, or equivalent education and related experience.

  • Two (2) years’ experience in a related or similar job, including contract administration,

residential waste collection, site attendant service monitoring and waste auditing.

  • Strong knowledge of waste management practices with emphasis on curbside waste

collection, waste collection vehicles, customer service, site attendant services, and

municipal waste by-law enforcement.

  • Good interpersonal, communication, relationship building and customer service skills

including the ability to be tactful in a variety of situations and when dealing with an array

of individuals.
