The Property Services Branch oversees Manitoba's Social and Affordable Housing Rental Programs, managing 12,044 subsidized rental units across 204 communities within two regions and 15 district offices. Each district handles leasing, maintenance, and tenant services.

Duties:

Reporting to the Director of Assets and Capital Planning or designate, the incumbent is responsible for providing technical advice to senior management, procurement services, property managers, and maintenance staff. The position is responsible for the project management of capital projects, insurance claims, along with the coordination and scheduling of trades staff and/or contractors and building superintendents to complete specialized maintenance. This may include renovation and reconstruction, technical repair work and efficient and safe installation of equipment with minimum disruption to commercial and residential tenants.

Qualifications:

Essential:

  • Completion of a post-secondary degree or certificate in commercial construction or a related field (including Interior Design, Architecture, Facility Management and Engineering). An equivalent combination of education and experience may be considered.
  • Experience coordinating and planning all phases of construction and facility-related projects, including defining project scope, budgeting, scheduling, tendering, and implementation and providing ongoing technical advice.
  • Experience reviewing construction documentation and interpreting sketches and as-built drawings.
  • Experience providing customer service to a diverse range of client groups, including elected officials, managers, technical and trades staff.
  • Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.
  • Effective verbal communication skills, including the ability to communicate effectively with all levels of clients.
  • Excellent written communication skills and the ability to prepare written correspondence.
  • Strong understanding of current Building Codes, relevant legislation, municipal bylaws, and industry best practices related to construction.
  • Experience using Microsoft Office (including Word, Excel, Outlook and PowerPoint).

Desired:

  • Design experience, including experience with computer-assisted drafting software (AutoCAD).
  • Knowledge of green building practices and sustainable construction methods.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must possess and maintain a full Class 5 Drivers' Licence without restrictions with the ability to use own vehicle for official purposes as required

  • Must provide and maintain a satisfactory Criminal Record Check (including Vulnerable Sector Search)

  • Must provide and maintain a satisfactory Child Abuse Registry Check, and Adult Abuse Registry Check

  • Must be able to travel frequently within the city and occasionally travel throughout the province, which may include air travel

  • Must be able to work extended hours and overnight stays as needed
