Property Manager

The Real Estate and Development Branch is looking for a Property Manager for an indeterminate position. The position is classified as a RÉ-05 (from $77,281 to $102,535 per annum).

JOB OVERVIEW
The Property Manager oversees the overall operations of properties managed by the National Capital Commission (NCC), ensuring they are maintained to the highest quality standards and is involved in all aspects of day-to-day operations of the properties, including client/occupant relations, maintenance and repair, health, safety and security, and seasonal operations. Coordinates operational projects and serves as subject matter (or technical) expert and advisor for the development and implementation of work plans and construction projects at the designated properties. Acts as a direct client/occupant liaison, responding to requests and concerns in a timely and courteous manner, and ensuring 24-hour emergency coverage for the properties; deals with various emergency situations and disruptions (e.g. floods, power outages, equipment breakdowns).

ESSENTIAL QUALIFICATIONS:
EDUCATION
A degree from a recognized post-secondary institution with specialization in business administration, real estate management, or project management, or an acceptable combination of education, training and/or experience.

EXPERIENCE
Three to five years of experience in property or facilities management, including:

  • Overseeing leasing property from the pre-lease work, advertising, showing of the property and the negotiation and signing of the lease.

  • Responding to emergency and service requests.

  • Overseeing contractors and managing service contracts.

  • Giving directions to in-house staff such as building operators.

  • Identifying requirements and developing requests for qualifications, statements of work, or minor scopes of work.

  • Reviewing quotations/tender submissions, spec drawings, environmental reports, architectural reports, and engineering reports.

KNOWLEDGE

  • Of asset management practices and techniques.

  • Of municipal, provincial, and federal codes and regulations.

  • Of methods, techniques and practices for planning, developing monitoring and reporting on budgets and expenditures.

  • Of contracting methods, techniques, and practices.

ABILITIES

  • To communicate effectively with internal and external clients.

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain secret security clearance.
  • Language profile: Bilingual BBB.
  • Possess a valid driver’s license (Ontario; Class G, Quebec: Class 5, or Provincial equivalent) and provide a good driver’s abstract.
  • On-call and afterhours work required.
  • Position is in the National Capital Region. The person selected for this position must reside within a commutable distance that allows easy travel to the various workplaces and sites.
