Our Corporate Information Technology (CIT) team plays a critical role in enabling City operations through reliable systems, trusted partnerships, and responsive service delivery.
We are currently seeking a Manager, Vendor Management and Service Delivery to provide strategic leadership across vendor relationships, service desk operations, and IT service governance. This is a key leadership role for a professional who thrives at the intersection of people leadership, operational excellence, and strategic oversight.
What is the Opportunity?
Reporting to the Director of Corporate Information Technology, the Manager, Vendor Management and Service Delivery, is responsible for ensuring the City’s IT services are delivered effectively, consistently, and in alignment with organizational priorities.
This role exists to strengthen how CIT partners with vendors and managed service providers, oversee service desk operations, and ensure IT services meet agreed service levels, governance standards, and risk requirements. You will lead teams, manage critical vendor relationships, and contribute to the City’s broader technology strategy — ensuring services are reliable, secure, and continuously improving.
What will you do?
In this leadership role, you will oversee vendor performance, service delivery, and operational governance while guiding teams and partners toward shared outcomes. Key responsibilities include:
- Lead vendor management and performance oversight, including vendor selection, contract negotiation, SLA management, performance monitoring, and issue resolution, ensuring vendors deliver value, reliability, and compliance.
- Oversee service desk operations and service delivery, providing leadership to staff, establishing clear workflows and escalation paths, and ensuring service levels, customer satisfaction, and continuous improvement targets are met.
- Manage IT operations and service continuity, including participation in the Change Advisory Board, oversight of major incidents, and coordination with Managed Service Providers to ensure timely resolution and transparent communication.
- Strengthen governance, risk, and compliance, applying industry frameworks such as ITIL, COBIT, ISO, and NIST to manage third-party risk, enforce policy adherence, and protect the City’s technology environment.
- Provide strategic insight and reporting, delivering clear performance metrics, vendor scorecards, and service trends to CIT leadership, while identifying opportunities for optimization, cost savings, and service enhancements.
- Lead and develop people, including hiring, coaching, performance management, and fostering a collaborative, customer-focused culture within the service desk and project management functions.
- Collaborate across the organization, working closely with CIT leadership, finance, procurement, business units, and external partners to align technology services with operational and strategic needs.
Who you are?
You are a strategic and people-focused IT leader with a strong understanding of service delivery, vendor management, and operational governance in a complex environment. You bring:
- A bachelor’s degree in computer science, Information Systems, Technology, Business, or a related field.
- Demonstrated experience leading IT operations, managing vendors and contracts, and driving service delivery improvements.
- Strong knowledge of ITIL-based service management, with experience using ticketing systems and service metrics to guide performance.
- Experience overseeing Managed Service Providers and complex, multi-vendor environments.
- A solid understanding of governance, risk, and compliance frameworks (e.g., COBIT, ISO 27001, NIST).
- Excellent communication, documentation, and stakeholder engagement skills, with the ability to present technical information clearly to diverse audiences.
- Proven leadership capabilities, including staff supervision, coaching, and performance management.
- Strong analytical, problem-solving, and decision-making skills, with the ability to prioritize effectively in a fast-paced environment.
Assets include ITIL Foundations, COBIT, Project Management, Change Management certifications, and experience with financial management related to IT operations.
