Overview We are currently seeking an energetic and collaborative individual to join our team as a Senior Advisor. This is an exciting opportunity for an individual who likes intellectually challenging work in a collaborative environment that fosters innovation and creativity.

Reporting to the Manager, Transmission Policy & Compliance, the Senior Advisor is responsible for leading work related to the OEB’s oversight of Ontario’s wholesale electricity markets, as well as the transmission sector more broadly. This work involves developing policy options and recommendations by engaging with industry stakeholders and carrying out research and analysis. It also includes providing subject matter expertise and thought leadership to assist executive leadership in achieving the OEB’s objectives.

Responsibilities

  • Leads internal and multi-stakeholder teams, including planning, coordinating, managing, monitoring and reporting on project methodology, scheduling, resourcing requirements and deliverables
  • Conducts and facilitates quantitative and qualitative policy research, including evaluating and analyzing policy options, calculating potential impacts of policy options and their implications on the natural gas and electricity sectors
  • Manages data resources and develop analytical models on energy related issues including pricing, risk, innovation, incentive rate-setting, new developments, industry trends, initiatives, policies and practices
  • Undertakes reviews of potential compliance issues on a timely basis and evaluates the appropriate course of action
  • Prepares discussion and technical policy papers to solicit feedback from stakeholders on proposed changes in policy
  • Prepare reports and briefing materials for senior management
  • Facilitates stakeholder engagement in the policy development process
  • Communicates analysis and provides recommendations in support of effective decision making with senior management and Executive leadership to resolve sensitive, complex and contentious issues
  • Represents the OEB in communicating the Board's policies, practices and procedures to energy stakeholders
  • Monitors the energy and regulatory policy environment in Ontario and other jurisdictions
  • Builds and maintains relationships with energy stakeholders, other commissions, and industry associations to exchange information, and to identify emerging and topical issues
  • Maintains knowledge and understanding of issues and events, which could have significant policy implications for regulating Ontario's natural gas and electricity

Qualifications

  • Undergraduate degree in economics, commerce, public policy or related discipline
  • Graduate degree in economics, public administration or law is preferred
  • 8+ years of progressive experience in econometrics, strategic policy research, policy development, or related energy industry work in a team lead role
  • Knowledge of the design of Ontario’s wholesale electricity market and its governing legislation and institutions
  • Knowledge of key electricity market design issues such as real-time and day ahead markets, capacity markets, and market power mitigation in Ontario and other jurisdictions
  • Knowledge of principles and approaches to economic regulation is strongly preferred
  • Experience working within a regulated industry, regulatory body and/or public utility is preferred
  • Experience in qualitative and quantitative research methodologies and techniques, and experience in drafting, organizing and editing comprehensive, complex and formal reports
  • Highly developed critical thinking and problem-solving skills
  • Experience in delivering reports and presentations to internal and external stakeholders
  • Knowledge of Ontario’s electricity sector is strongly preferred
  • Advanced level of proficiency with Microsoft Excel and PowerPoint
