Job Title: IRCC Program Manager – LINC Programs

Status: Regular, Full Time (exempt)

Hours: 37.5 hours per week

Schedule: Monday to Friday, 8:30 a.m. to 4:30 p.m. and 1:30 p.m. to 9:30 p.m. (a combination of morning and evening shifts as required)

Location: Surrey, BC

Start Date: ASAP

Salary: This position starts at $75,000 per year and increases to $107,849 per year, over a 10- year period. This salary range incorporates experience, yearly salary increments to reward years of service, employee growth and development within the organization.

The Opportunity:

The IRCC LINC Program Manager is responsible for the effective and efficient delivery of IRCC LINC programs. The IRCC LINC Manager is responsible for the management of human resources, financial resources, contracts, and risk within IRCC LINC programs, as well as ensuring the growth of IRCC LINC programs through monitoring emerging client and community needs, liaising with IRCC to fund existing and new IRCC programs/services, implement innovative program development, build strategic partnerships, and ensure alignment of the agency’s and IRCC strategic platform.

Key Responsibilities:

  • Administers and managers LINC services efficiently and effectively in accordance with the IRCC Contribution Agreement and DIVERSEcity Policy and Procedures;
  • Monitors and ensures program service quality, enrolment, utilization and evaluation as specified in IRCC Contribution Agreement;
  • Ensures LINC program staff are managed in compliance with Collective Agreement and agency Policies and Procedures;
  • Ensures that IRCC programs adhere to PQI requirements;
  • Prepares budget forecasts of LINC programs and monitors program expenditures, together with the finance department;
  • Prepares funding applications and proposals for IRCC contract renewals;
  • Prepares required reports to IRCC;
  • Liaises with IRCC regarding operations and reporting, as well as ongoing planning and evaluation;
  • Ensures that the Director of Language Programs is informed and updated on issues related to programs being managed;
  • Coaches LINC Program staff in areas where improvements are desired or where performance, conduct or attendance issues are present;
  • Resolves employee / team concerns, manages conflict between staff, and reports any concerns to the Director;
  • Ensures adequate staffing levels by conducting recruitment, selection and hiring of new staff;
  • Ensures training and / or orientation for new staff and DIVERSEcity Policies and Procedures;
  • Conducts annual performance reviews for all LINC program staff;
  • Ensures that LINC Programs are current, innovative and meet the needs of the community, funder and organization;
  • Identifies the needs of eligible IRCC clients related to LINC Programs;
  • Participates in external committees, advisory groups and relevant networks to be informed and updated on emerging issues that contribute to IRCC LINC service delivery;
  • Provides Director with LINC program specific data for the submission of funding applications and proposals for IRCC programs;
  • Provides Director with LINC program specific data for the contract negotiations with IRCC.

QUALIFICATIONS:

  • University degree in social sciences or related field;
  • A minimum of 3 years experience working in a community based non-profit society or related experience;
  • A minimum of 2 years experience in program management and/or funding proposal/grant writing;
  • A minimum of 1 year experience in supervising staff, preferably within a unionized setting; or equivalent combination of education, training and experience;
  • Proven recent program development experience, with knowledge of federal/provincial and other funding sources;
  • Experience with risk management (liabilities, contract management, etc.);
  • Experience in budget forecasting and expenditure monitoring;
  • Strong English language skills (written, oral and presentation skills);
  • Strong organizational and time management skills;
  • Strong computer literacy skills, in particular, MS Office (Word, Excel, Powerpoint);
  • Knowledge of immigrant communities and LINC issues;
  • Understanding of Cultural Responsive Practise;
  • Knowledge of Outcomes measurement;
  • Ability to manage multiple priorities, timelines, in a fast-paced environment;
  • Excellent problem solving ability, discretion and judgement;
  • BC Driver’s License and access to personal vehicle;
  • Clear Criminal Record Check;
  • Willing to work some evenings and weekends.
