The Opportunity
Reporting directly to the Manager, Realty Services, the Real Estate Specialist is primarily responsible for the Town’s lease and license negotiation and administration, including other types of limited interest agreements (e.g. easements, permissions to enter, crossing agreements, encroachments) with private interests, other levels of government, utilities, and/or agencies. The individual in this role will create and maintain an agreement database and ensure all parties fulfil their obligations. This role will work with Town departments to define, update, and maintain processes relating to real estate lease and license agreements, and also to create and maintain a database of Town-owned real estate.
As the Specialist, Real Estate you will perform the following duties, including but not limited to:
Functional Responsibilities:
- Negotiate lease, license, and other limited interest agreements (new leases, renewals, extensions and amendment, licenses, easements, permissions to enter, crossing agreements, encroachments, joint use, cost sharing agreements)
- Manage and coordinate all aspects of leasing transactions, including lease negotiations, lease renewals, landlord/tenant relations, abstracting and interpreting commercial lease documents (leases, amendments, subleases)
- Prepare reports and presentations with recommendations to seek approval for negotiated agreements and to update staff, senior management, and/or Council on Town property matters, including for the purposes of strategic management of real estate interests.
- Coordinate with Finance to ensure payment of rent, license fees, and other charges/recoveries are received/paid on a timely basis, in accordance with agreement terms (including the administration of annual financial reconciliations)
- Review annual reconciliation statements, real estate tax calculations, common area maintenance, rent escalations to ensure accuracy and lease compliance.
- Ensure all transactions and work is completed in accordance with Town policies, bylaws, relevant statutes and are within Town/Council approvals and budget.
- Perform additional duties and undertake special projects as assigned.
The Ideal Candidate
We are seeking an experienced professional with a post-secondary diploma in Real Estate, Property Management, Business Administration, Property Law, Public Administration, Planning, or a closely related field to real property leasing, assessment, appraisal and administration. Undergraduate degree or higher preferred. Our ideal candidate has a minimum of three (3) years of progressive experience in real estate leasing and negotiations, lease administration, lease abstraction, and portfolio management, with a significant understanding of commercial leases and key lease clauses.
A Certified Leasing Officer (CLO) designation from the Real Estate Institute of Canada, Completion of Real Property Administration (RPA) designation for Building Owners and Managers Institute (BOMI), and designation from the International Right of Way Association (IRWA) are all assets.
The ideal candidate will have thorough knowledge of general legal matters pertaining to real property including contract law, lease/license agreements, amendments, encroachments, etc. We are seeking an individual with strong understand and apply knowledge of legislation, such as the Commercial Tenancies Act, Residential Tenancies Act, Expropriations Act, Municipal Act, Planning Act, and of applicable Town bylaws.
The successful candidate for Specialist, Real Estate will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
This position offers a salary range of $96,512.66 to $120,640.83 plus a competitive benefit package.
Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate(s) for this position.
