The Opportunity
As the International Quality Manager – Regulatory & Development, you will play a critical role in enabling Village Farms' international growth by ensuring our products, suppliers, and quality systems meet the highest global regulatory and quality standards.
Reporting to the International Director, Quality, you'll lead global quality initiatives supporting new product development, supplier qualification, and international market expansion. Acting as a strategic quality partner across the business, you'll collaborate with Quality, Regulatory, Operations, R&D, Supply Chain, and International Business Development teams to manage supplier relationships, mitigate risk, maintain regulatory compliance, and support successful product commercialization across international markets.

This role can be located anywhere in British Columbia/the Western side of Canada, with the ideal candidate being in the Lower Mainland as travel to our Delta office will occur from time to time. This role may also have up to 25% of International travel.
What You'll Do
Lead International Supplier Quality & Customer Lifecycle Management
- Identify, qualify, onboard, and manage international suppliers and service providers to ensure compliance with quality and regulatory requirements.
- Provide strategic quality guidance to International Business Development teams throughout supplier onboarding and customer lifecycle activities.
- Develop, review, negotiate, and maintain Quality Technical Agreements that clearly define GMP and GACP responsibilities while aligning with commercial agreements.
- Perform risk assessments of supplier quality agreements and recommend mitigation strategies to minimize business risk.
- Manage supplier quality commitments to support successful product launches and sustainable international supply.
- Coordinate quality communications with suppliers regarding manufacturing, personnel, specification, and process changes affecting international markets.
- Review supplier change controls, deviations, CAPAs, OOS/OOT investigations, and quality events.
- Plan, conduct, and facilitate supplier audits to ensure ongoing compliance with GMP, GACP, and product specifications.
- Support customer product registrations by providing required quality documentation.
- Monitor supplier performance and oversee corrective and preventive action plans.
Drive Product Development & Technical Quality Solutions
- Partner with R&D, Manufacturing, Regulatory Affairs, Quality, and Supply Chain teams throughout product development and commercialization activities.
- Ensure quality requirements are integrated throughout the product lifecycle from development through commercial supply.
- Review product specifications, manufacturing documentation, and technical records to support international product approvals.
- Support technology transfer activities across Village Farms facilities and qualified international suppliers.
- Provide technical guidance on quality requirements for manufacturing, export, and distribution of GACP bulk, GMP bulk, and finished packaged products.
- Advise leadership on customer quality issues, assess associated risks, and recommend appropriate corrective actions.
- Review and support GMP/GACP investigations related to product deviations, ensuring effective CAPA implementation.
- Evaluate supplier changes for potential regulatory and quality impacts while supporting implementation of risk mitigation strategies.
Support Global Regulatory Compliance & Knowledge Management
- Monitor evolving international quality regulations and advise leadership on changes impacting global operations.
- Support regulatory assessments for new international jurisdictions to ensure product quality is maintained throughout the product lifecycle.
- Assist with global regulatory submissions, customer registrations, and market access activities.
- Ensure quality documentation meets applicable international regulatory requirements.
- Provide regulatory interpretation and strategic guidance for target international markets.
- Maintain awareness of emerging regulatory expectations and industry best practices.
Strengthen International Supply Readiness
- Provide quality training and technical guidance to international supply chain stakeholders on GMP, GACP, Quality Management Systems, and international quality requirements.
- Support the development and continuous improvement of quality documentation, procedures, and programs aligned with international standards.
- Lead supplier audit readiness activities to ensure ongoing compliance with GMP and GACP regulations.
- Develop and maintain strong quality partnerships with qualified international suppliers and service providers.
- Support continuous improvement initiatives that strengthen international product quality, compliance, and supply continuity.
What You Bring
- Bachelor's or Master's degree in Biological Sciences, Life Sciences, Bioengineering, Pharmacology, Molecular Biology, Biology, Chemistry, or a related discipline. Equivalent experience and training will also be considered.
- Minimum five years of direct experience in quality assurance within the cannabis, pharmaceutical, food, or similarly regulated manufacturing industry.
- Demonstrated experience supporting international quality systems, supplier qualification, regulatory compliance, and product commercialization.
- Experience working with cross-functional teams in manufacturing, quality, regulatory, supply chain, and product development environments.
- Experience conducting supplier audits and managing external quality relationships.
Knowledge & Skills
- Strong knowledge of GMP Quality Management Systems within manufacturing, packaging, or warehousing environments.
- Thorough understanding of Canadian Cannabis Regulations and Good Production Practices.
- Working knowledge of European Good Agricultural and Collection Practices (GACP) related to cultivation, harvesting, and post-harvest activities.
- Working knowledge of European Union and Australian GMP requirements for medicinal cannabis production.
- Experience implementing or maintaining Quality Management Systems including GMP, HACCP, ISO 9001, or similar quality frameworks is considered an asset.
- Experience supporting equipment qualification, process validation, and technical quality systems.
- Strong understanding of supplier quality management, audits, CAPAs, change control, deviations, and risk management.
- Excellent project management, organizational, analytical, and problem-solving skills.
- Strong written and verbal communication skills with the ability to build collaborative relationships across global teams.
- Ability to manage multiple priorities while maintaining exceptional attention to detail.
