As a Senior Strategic Planning Analyst, you will play a pivotal role in supporting processes across multiple branches, providing advice on a variety of policy priorities and translating high-level strategic direction into clear, actionable plans. Working closely with leadership teams, subject-matter experts, and a diverse range of internal and external collaborators, you will drive the progress of high-stakes strategic initiatives. This position is key to fostering trust and integrating diverse perspectives, acting as a neutral broker to cultivate and steward critical relationships. You will lead with a service-oriented mindset, applying your skills in systems thinking, policy analysis. communication, and change management to meet operational needs while advancing innovation across the Department.
What will you do?
- Lead and contribute to high-complexity policy reviews, requiring extensive engagement with community partners, research and analysis, cross-departmental coordination, and in-depth analysis
- Guide the departmental integration of corporate strategic frameworks, ensuring all policy and initiative work is coherent, effective, and advances the City's vision
- Proactively identify, analyze, and address significant risks associated with strategic initiatives, developing detailed reports and recommendations for senior leadership
- Lead integrated, cross-functional project teams using corporate project management protocols to successfully complete assigned projects
- Conduct comprehensive research and analysis to identify best practices, assess gaps in programs or policies, and deliver actionable recommendations for decision-making
- Identify, cultivate, and steward key relationships, acting as a neutral broker to foster trust and achieve strategic goals
- Develop effective governance structures and partnership models, such as Memoranda of Understanding and Terms of Reference, for key departmental initiatives
- Provide expert consultative advice, facilitation, and brokering services to internal teams and external partners to ensure relationships are effective and strategically aligned
- Perform other duties as required
Qualifications:
- A University Degree or Diploma in Business Administration, Public Administration, Social Sciences, or a related discipline
- A minimum of five (5) years of progressively responsible experience in a combination of the following areas:
- Project management on complex projects with multiple collaborators, preferably in the public sector with a social and policy focus
- Strategic and operational business planning
- Working with service design or continuous improvement methodologies
Assets:
- Leadership or project management experience within a public sector environment
- Coursework or training in partnership brokering, project management, change management, evaluation, facilitation, or service design
- Experience with social policy, enforcement and/or recreation programming
Skills required for success:
- Proven ability to establish and maintain strong relationships with internal teams and external collaborators
- Expertise in developing, implementing, and reviewing policies that support strategic priorities
- Strong strategic planning and project management skills with an understanding of various methods and techniques
- Demonstrated capacity to lead and influence integrated, multi-disciplinary teams and foster cross-functional collaboration
- Adept at navigating complex and sensitive environments involving diverse parties and perspectives
- Exceptional communication skills, with the ability to express complex ideas effectively and persuasively, both verbally and in writing
- Strong conflict resolution and negotiation skills, with experience solving complex and sensitive issues
