Job Summary To lead project teams and provide expertise in the development and maintenance of enterprise-level, front-end applications using modern web technologies while ensuring compliance with digital accessibility standards and Accessibility for Ontarians with Disabilities Act (AODA) requirements. To implement software components and solutions, integrate front-end applications with back-end systems and recommend and implement security, privacy and quality assurance requirements consistent with the Municipal Freedom of Information Privacy and Protection Act (MFIPPA) and corporate standards. To contribute to the development of frameworks to streamline the development process.
Job Functions
- Implements continuous integration and continuous development pipelines for streamlined testing and deployment processes.
- Leverages mobile frameworks for hybrid development to deliver seamless and engaging mobile applications.
- Leads the identification and analysis of current business processes and practices in the context of evolving information architecture and performance measures; leverages existing enterprise infrastructure investments.
- Leads the development and maintenance of enterprise-level front-end applications utilizing contemporary web technologies.
- Designs accessible mapping applications in compliance with the City's standard technologies and solutions.
- Works with cross-functional teams to develop software components and solutions, integrating front-end applications with backend systems.
- Recommends and implements security, privacy and quality assurance requirements consistent with both MFIPPA, corporate and legislated standards regarding the storage, processing and retention of confidential data.
- Interacts with business teams to discuss the benefits, drawbacks and tradeoffs (cost, timelines, or quality) of various solutions, developing new applications from business requirements within the existing technical constraints.
- Designs, creates, develops and sustains corporate standards related to the development and maintenance of internal and public facing applications.
- Collects, identifies and reviews business and technical requirements to provide and negotiate program recommendations and solutions.
- Ensures all development meets and adheres to industry-standard software development methodologies, corporate policies, digital accessibility standards and Accessibility for Ontarians with Disabilities Act (AODA) compliance, promoting inclusivity.
- Troubleshoots and resolves technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and migrations.
- Leads business and technical inter-divisional staff and professional services to deliver and sustain complex, critical front-end business applications and information through the application life-cycle and reports progress to Manager, partners and team members and ensures successful delivery of solutions adhering to project management methodology (e.g. work plan progress, issue management, change management, quality assurance, migration planning, contingency measures and risk mitigation)
- Directs the day-to-day work output of staff and resources including the scheduling, assigning and reviewing of work tasks to ensure a continuing and consistent service by sustaining complex, critical enterprise business applications and information.
- Leads and facilitates meetings, prepares and delivers presentations and reports to business/project managers, project team members and other orders of government and external parties.
- Provides development and direction to project teams in the execution of software upgrade activities on internal and public facing applications.
- Stays current with the latest and emerging industry trends, tools and technologies in front-end development to continuously enhance the organization’s digital modernization mission.
- Utilizes Source Code Management Systems for version control and collaboration.
- Leads and maintains detailed technical documentation of front-end coding to drive operational excellence, influencing decisions that enhance the scalability and sustainability of existing and future front-end systems.
- Identifies and supports the strategy to utilize and implement common applications to reduce the organization’s technical debt, contributing to the delivery and sustainability of existing and future digital services and overall user experience strategy.
Key Qualifications
- Post-secondary education in computer science or a related discipline, or the approved equivalent combination of education and/or experience.
- Extensive experience working on application architecture and integration as well as managing architecture diagrams, technical documents, risk assessment, digital accessibility compliance, and QA/UAT feedback.
- Extensive experience in developing Single Page Application development using HTML5, CSS3, JavaScript, JQuery, Bootstrap, and frameworks such as Backbone, React as well as API integration with REST (JSON, XML) APIs.
- Considerable experience in root cause analysis during unanticipated outages by providing troubleshooting and debugging recommendations and support.
- Experience developing and/or maintaining large scale information technology applications and working effectively with a group of multidisciplinary staff in a project team setting including the creation of related documentation as well as relevant training.
- Experience developing digital products that comply with accessibility standards and/or best practices (WCAG 2.x AA, AODA, WAI-ARIA) while optimizing accessibility features of the platform (Web, iOS, Android).
