Technical Manager

The Technical Manager is responsible for the overall technical performance of assigned vessels, focusing on reliability, safety, operability, and continuous improvement. Reporting to the Director – Technical Operations, the TM leads the Senior Onboard Management Team (SOMT) and works closely with vessel engineers, support crew, and the Operations team.

Key duties include overseeing maintenance, managing emergency repairs, ensuring operational readiness, and implementing preventive and corrective actions to minimize downtime. The TM is also accountable for the annual Repairs & Maintenance (R&M) and Capital Expenditures (CAPEX) budgets. Performance is measured through annual KPIs and formal appraisals, requiring strong leadership and problem-solving skills.

Key Duties & Responsibilities:

  • Plan, execute, monitor, and control repair, maintenance, upgrade, and incident related work
  • Provide assistance to the chief engineer/s in managing onboard machinery repairs and certification.
  • Assist Chief engineers with RTO creation for machinery parts and liaise with purchasing department for PO issuance in timely manner.
  • Stay within vessel R&M budgets for vessels and assist with purchasing of technical products/machinery.
  • Assist in developing capital project budget from the compliance, efficiency, or workplace enhancement perspectives.
  • Provide weekly R&M updates & 3-month forecasting
  • Develop Scheduled Down Time (SDT) plans for vessels and execute during down time
  • Follow & update SDT/DD milestones
  • Monitor machinery and equipment performance and provide reporting as required.
  • Provide ongoing feedback related to the formal review of engineering crew performance on an annual basis.
  • Participate in the selection of engineering crew and sign-off on familiarization evaluation.
  • Provide assistance in development and supervision of the vessel dry-docking and major machinery works.
  • Liaise closely with operations manager/s and ORM so that a concentrated effort is in place to deal with all operational and incident related issues.
  • Assist with investigating technical accidents/incidents and eliminate identified deficiencies.
  • Represent the organization to customers and stakeholders while fostering a partnership approach
  • Supervise contracts and contractors for all yard and non-yard, ship modifications and R&M, including negotiation of any changes to specifications, control of budgets, on-site inspections, and preparation of specifications to be used to solicit bids.

Accountabilities:

  • Develop, execute, monitor, and control budget for all planned and unplanned maintenance, i.e., the yearly R&M, CAPX, emergency repair, modification, and enhancement
  • Ensure all work performed on vessels meets compliance with Quality, Safety Management System and Manufacturers requirement while ensuring machinery safety prevention measures are maintained.
  • Ensure all Class certificates are up to date and all Class inspections are carried out in a timely manner without fail.
  • Ensure compliance with vessel planned preventative maintenance system (ABS PM and DD module) for thoroughness as well as optimizing crew utilization for maintenance compliance status.
  • Carry out vessel visit as well as technical audit for each vessel at least twice a year, document and submit audit report to the senior management team promoting good observations while challenging and mentoring the remediation of non-conformities.
  • Aid in the development and supervision of vessel dry docking and major machinery works, while ensuring such projects are completed in a way to minimize the impact to vessel operations in terms of schedule and cost.

Minimum Qualification, Skills and Competencies Required:

  • Minimum two (2) years’ shore-based experience in a managerial role together with a minimum three (3) years’ shipboard experience as a senior Engineering Officer.
  • Preference to a First-Class Certificate of Competency (Motor).
  • Knowledge and experience on shipboard machineries and equipment such as main engine, aux. engines, generators, thrusters, boilers, pumps, misc. piping and electrical systems, structures, mooring equipment, lifesaving appliances (Life boat, rescue boat), cargo handling equipment, navigational equipment, etc.
  • Sound knowledge on budget preparation, cost control, and scheduling.
  • Computer literacy: Microsoft Office (Outlook, Excel, Word) and task related software such as ABS NSE PM and DD module, Technical solutions, 1st Incident reporting, etc.
  • Strong understanding and practical experience with International Safety Management (ISM) Code
  • The ideal candidate demonstrates strong leadership while being a collaborative team player, bringing innovative, out-of-the-box thinking to technical challenges, with a proven ability to prioritize effectively, make sound decisions, and resolve conflicts through strategic problem-solving.
