##The role

We are looking for a Manager, Quality Assurance to support our Aerospace Research Centre. The Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Manager of Quality Assurance is responsible for the direction, coordination and performance of activities for the Quality Assurance Program of the Flight Research Laboratory (FRL) Aircraft Maintenance Organisation (AMO). The successful candidate will also be responsible for providing guidance to other FRL departments on research project installations on the aircraft and assisting in long range planning to ensure on the continuing airworthiness requirements of the research fleet are met. The reports, audits and interactions of this position with Transport Canada are official representations of the flight operations of the NRC to Transport Canada. As such, the quality of these representations are of exceptional importance to the NRC.

The successful candidate will be required to:

  • Direct and coordinate the Quality Assurance Program for the AMO;
  • Perform quality audits;
  • Review policy manuals and referenced documents and make recommendations to maintain compliance with regulatory requirements;
  • Ensure the Aircraft Maintenance Tracking System is up to date and accurate;
  • Manage the training program for maintenance staff;
  • Issue and control certification privileges;
  • Develop and maintain aircraft maintenance schedules.

The successful candidate will serve as a technical and regulatory subject matter expert within a team responsible for the maintenance, repair, and installation of modifications to FRL’s fleet of aircraft in support of research projects.

##Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

###Education

Graduation from a program of study at an accredited college meeting Transport Canada requirements for Aircraft Maintenance Engineer training in the mechanical specialty.

Must hold an Aircraft Maintenance Engineer (AME) “M” licence issued by Transport Canada.

ICAO Type 2 Licence may also be accepted, however a Transport Canada AME “M” Licence must be obtained within 12 months.

###Experience

  • Significant experience as a licensed Aircraft Maintenance Engineer (AME) on a variety of aircraft types;

  • Significant experience with documentation required in the AMO environment to ensure compliance with the Maintenance Policy Manual and Transport Canada Regulations;

  • Experience performing or participating in Quality Audits, and;

  • Experience managing or supporting the requirements of a an AMO Quality Assurance Program.

Assets:

  • Experience in a military or civil flight test environment;
  • Experience in an organization that performs major modifications or repairs to civil or military aircraft;
  • Experience on aircraft similar to those operated by NRC. (Note: current fleet includes Convair 580, Dassault Falcon 20, Twin Otter, Canadair CT-133 (T-33), Harvard Mk IV, Bell 205, Bell 206, Bell 412.);
  • Experience with avionics installation and/or maintenance.

###Condition of employment

Secret clearance

A thorough security clearance process will be applied.

For a Secret Clearance, verification of background information over a period of 10 years is required. Individuals must have lived in Canada for a sufficient period of time to enable the security screening process.

  • Advanced knowledge of Canadian Aviation Regulation requirements for Aircraft Maintenance Organizations, Air Operators and their Quality Management Systems;

  • General knowledge of related industry trends, developments and best practices;

  • Knowledge of Quality management principles, tools and processes;

  • Knowledge of occupational health and safety best practices required to create and maintain a safe and healthy work environment;

  • Ability to plan and perform quality audits including:

    • Reviewing AMO records and processes;
    • Personnel interviews;
    • Documenting findings of compliance and non-compliance;
    • Reviewing corrective action plans for effectiveness;
    • Ensuring audit findings and corrective actions are followed-up and closed.
  • Ability to analyze, discuss, solve problems and present on regulatory and technical issues;

  • Ability to write concise reports and standard operating procedures, and;

  • Ability to use technical and regulatory literature sources, search engines and specialized Aircraft Maintenance Tracking and Planning software such as DASH or WinAir, as well as general office software products.

##Compensation

From $99,281 to $117,859 per annum.
