The Manager, People Recruitment is an accomplished and respected leader in the field of talent acquisition. You thrive in a complex, fast-paced, and diverse environment and bring a proven ability to champion and advance strategic, proactive recruitment strategies.

You play a critical role in enabling the achievement of RVH’s strategic plan, Vitally You by ensuring the organization attracts, hires, and retains high-quality talent. Through your leadership, you help cultivate a workforce that is engaged, fulfilled, and positioned to deliver high performance in support of RVH’s strategy and priorities.

Education

Undergraduate degree in Human Resources, Business Administration, or a related field is required Post-secondary education in Human Resources is required Minimum of 5 years’ experience in recruitment, talent acquisition, or human resources, including at least 3 years in a people leadership role Healthcare experience is considered an asset CHRL designation is desirable

Experience

Demonstrated experience advancing an organization’s employee value proposition through effective communication strategies, including social media Proven experience developing and implementing strategic, high-volume recruitment initiatives, ideally in healthcare or broader public sector environments Experience challenging the status quo, applying innovative thinking, and leveraging strong analytical problem-solving skills Experience managing a high-demand portfolio while working collaboratively with leaders to deliver outcomes aligned with organizational strategy and workforce priorities Demonstrated success in designing and executing innovative, targeted recruitment strategies to address hard-to-fill and specialized roles, including the use of market insights, sourcing strategies, and alternative talent pipelines

Responsibilities

Lead the day-to-day operations of a fast-paced recruitment team, empowering the team to deliver exceptional candidate and leader experiences Support the growth and development of the team by fostering a culture of accountability, collaboration, and continuous improvement Lead end-to-end recruitment processes, ensuring a seamless, efficient, and high-quality experience from workforce planning through to onboarding Lead the design and implementation of RVH’s recruitment strategy, ensuring alignment with Vitally You and enabling the attraction and retention of top talent critical to achieving organizational priorities Build and strengthen RVH’s talent brand as an employer of choice within healthcare and the broader community Develop and implement inclusive recruitment strategies that remove systemic barriers and support a workforce reflective of the community Drive innovation and continuous improvement in recruitment processes, systems, and service delivery models Establish strong talent pipelines through strategic partnerships with educational institutions, professional associations, labour partners, and community organizations Champion operational excellence by standardizing processes, improving workflows, and enhancing recruiter and client experience Leverage HR data and metrics to identify workforce trends and inform proactive recruitment strategies that support organizational needs Ensure effective stewardship of human, financial, and capital resources within the department Provide inclusive leadership, coaching, and development to direct reports, fostering a high-performing, engaged, and fulfilled team Strengthen alignment between recruitment and broader People strategies, programs, and services Drive innovation in the recruitment function through the implementation of AI-enabled solutions that enhance candidate sourcing, screening, and decision-making while improving efficiency and experience. Support the future implementation of the HRIS by providing recruitment expertise throughout all project phases, including risk identification and mitigation

Royal Victoria Regional Health Centre, located in Barrie, Ontario, provides safe, high-quality care for residents across a large geographical region including Simcoe County and the District of Muskoka. The area is home to more than 450,000 residents, with half of RVH’s patients living outside the City of Barrie.

As the largest health centre in North Simcoe Muskoka, RVH provides highly specialized services, and technology not found anywhere else in the region. This includes the only interventional radiology suites for minimally invasive surgeries, vascular services, advanced stroke care, as well as dedicated trauma rooms in its large Emergency department. RVH is also home to the Hudson Regional Cancer Centre, Simcoe Muskoka Regional Heart Program, Simcoe Muskoka Regional Child and Youth Program and the RVH Regional Renal Program meaning distance is no longer a factor for residents receiving lifesaving treatment.
