The Strategic Systems and Innovation (SSI) Branch provides direction in information management, data analytics and the use of data and technology to support business strategies and outcomes. We serve both the Ministry of Community Safety and the Ministry of Justice and Attorney General. The Opportunity

As a Senior Data Business Analyst, you will play a strategic role in supporting the goals, vision, and operational needs of a diverse portfolio of criminal justice and related programs. Your work will help shape data‑driven decision‑making and advance key priorities across the sector.
Your responsibilities will include:
- Performing business analysis and developing business requirement documentation (BRD), solution requirement documentation capturing technical specifications, creating and enhancing process documents, identifying and defining new process improvement opportunities.
- Validate business processes by performing gap analysis, data and field mappings from front end applications to databases and by querying data sources stored using DB2, SQL-Server and Oracle.
- Data analysis and leading the development of various Business Intelligence (BI) components such as dashboards, reports, cubes etc. in a data warehousing environment.
- Developing strategic technology plans at both program and enterprise level, inclusive of program evaluations, requirements development, tactical planning, organizational readiness and solution assessments, enterprise change and risk management.
- Managing and handling ad hoc requests by querying data sources using SQL.
- Managing and handling operations process and documentation effectively.
- Leading clients in the planning and development of concept proposals and business cases in support of enterprise goals and ministry’s direction for Data Analytics and BI.
- Communicating complex technical concepts to a variety of clients and stakeholders (both technical and non-technical) in a clear and accurate manner.
- Developing and managing relationships with customers, vendors, and stakeholders (internal and external).
- Assist Program Manager and other management team members with project outcomes, participate in developing project charter, business case and other task as needed.
- Mentoring and coaching junior team members.
The Ideal Candidate:
The successful candidate will be an experienced professional who will join SSI Business and Data Analytics (BIDA) team and lead our business areas in the planning, management, and implementation of projects focused on delivery of data solutions.
You will have knowledge of:
- Project Management methodology, principles, processes tools/techniques and strategic planning.
- Business Analysis best practices, in particular business case development processes and principles, requirements analysis and gathering techniques, and creation of current/future process maps.
- Development of test plans, test cases, execution of test cases and log defects.
- Identify and define new process improvement opportunities.
- Data methodologies, governance models, data analysis and validation techniques.
- Change management methodology will be a good asset.
You will have the demonstrated ability to:
- Communicate information (verbally and in-writing) to a wide variety of technical and non-technical individuals.
- Ability to work independently, interdependently, and participate as a contributing member of a variety of teams.
- Use business analysis tools and techniques and technical tools to gather, document and facilitate requirement gathering process.
- Use Microsoft office tools for documentation, creating process diagrams and presentations.
- Ability to lead, encourage, advise, and cooperate with clients and stakeholders to ensure business needs are met by delivering quality products.
- Develop and maintain positive relationships with a diverse range of clients and team members.
- Diagnose business problems to identify options, explore and evaluate options on processes and technology, and recommend a workable solution that align with business direction.
- Conceptualize, monitor, and manage projects to successfully achieve project goals while balancing budget, timelines, resources and changing priorities.
- Facilitate group processes to gather information, change business processes and successfully implement technology solutions.
- Create an environment that recognizes, supports, respects, and welcomes diversity of employees and clients.
- Work independently and participate as a team member to meet the needs of clients and peers and to build productive, positive work relationships.
Typically, the knowledge, skills and abilities required to be successful in this position would have been obtained through:
- A completion of a recognized university degree in Computer Science, Mathematics, Statistics, and/or Business Administration.
- A minimum of 5 years of experience in a similar position.
- Certifications in Business Analysis (CBAP) is a strong asset.
- Certification of Project Management will be considered an asset.
- Justice Domain experience will be considered an asset.
