BC Assessment is currently looking for a Senior GIS Analyst to join our Information Technology Services (ITS) division in our Victoria office!

Who you are

We’re looking for a technology leader who can develop and execute BC Assessment’s spatial data model and drive the business forward by developing, designing and delivering on GIS systems and services to support property valuation across the province.

The ideal candidate will be able to develop and maintain effective working relationships with local governments, internal partners and participate fully in a team environment as well as lead and mentor our team of GIS Analysts.

You bring strong leadership experience, a deep knowledge of GIS principles and technology to the role and will demonstrate your understanding of software development in relation to modelling, scripting, querying and data administration.

What you’ll get to do

Reporting to the Manager, Data Management & Reporting, this role acts as a team supervisor in the management and maintenance of our GIS systems in support of BC Assessment’s business activities. The role monitors the day-to-day service activities for the GIS team and provides mentoring, training and supervision. The role is also tasked to analyze BC Assessment business challenges and develop, design, deliver and maintain all our GIS products and services.

As a Senior GIS Analyst, you will also:

  • Lead and coordinate corporate wide GIS projects which includes developing project charters, coordinating staff resources, preparing project reports and evaluating outcomes.
  • Conduct research, perform product testing and develop business cases on suitable GIS applications and technology.
  • Identify opportunities to integrate GIS into enterprise and business solutions.
  • Review service quality issues and approve recommendations for improvements.
  • Oversee the creation and maintenance of spatial, tabular and attribute databases used in GIS applications.
  • Write programming scripts using appropriate language such as Python, ArcGIS Model Builder and Structured Query Language.
  • Participate in procurement and contract management activities related to spatial data and service providers.

This position is included in the bargaining unit.

Location: Victoria, BC
Compensation: $93,317.50 - $109,693.26
Competition Close Date: Sunday, September 21, 2025 @ 11:59PM (PST)

  • The compensation range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. Successful candidates typically start at the minimum of the range (Step 1), with the opportunity to receive an increment after 12 months of service.

What you bring to the team

Education

  • A university degree in Geographic Information Systems or related discipline such as Geography, Information Technology or Environmental Science.
  • Completion of Certificate (or higher) in software development would be an asset.

Experience

  • Minimum of five years of experience working in the GIS field.
  • Business analysis and project management experience is required.
  • Experience in:
    o Capturing, converting, creating, editing and maintaining digital information in a GIS environment.
    o Creating and managing relational database technologies.
    o Creating a variety of digital, geographical and descriptive products including thematic maps and associated descriptive statistics in web mapping applications such as Web AppBuilder for ArcGIS.
    o Developing scripts for process automation, in languages such as Python or SQL.
    o Supervising teams, developing education plans and delivering training.

An equivalent combination of education and experience may be considered.

Note: Lesser qualified applicants may be considered for appointment at a lower Lead GIS level with the following qualifications:

  • 3 years experience of years working in the GIS field
