About Us

The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement supplies a full range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The ITD also sets government-wide policies and standards in IT infrastructure, IT support services and security.

The Opportunity

The Enterprise Platform Support unit within the Digital Platforms and Services branch of ITD is seeking an individual who is an effective communicator, cross team collaborator with strong analytical, research and problem-solving skills for the position of Certificate Coordinator. This position involves support and coordination of certificate management for vendors and in-house applications This position will be accountable for managing the overall lifecycle of certificates, proactively monitoring and coordinating replacement of application related certificates while directly communicating and managing ongoing client expectations. This position requires technical and business requirements analysis and is responsible for working with all other ITD Service Delivery Support groups, partners, and clients to develop and maintain procedures regarding the above-mentioned activities.

In this position, your responsibilities will include:

  • Managing certificate renewals and expiry notifications, ensuring timely follow‑up to prevent application outages.
  • Coordinating certificate deployments by identifying installation locations, planning required installations, and verifying successful replacements.
  • Engaging and communicating with stakeholders, including vendors, internal teams, installers, and support groups to clarify requirements and support the renewal process.
  • Overseeing certificate issuance and lifecycle management, including validation, CMDB updates, documentation, and tracking of all work records.
  • Providing guidance and oversight to the PKI vendor, ensuring accurate instructions, application‑specific information, and alignment with Government of Saskatchewan standards.
  • Serve as the primary contact point between internal Government of Saskatchewan (GoS) teams and external vendors, including PKI support providers.
  • Procure, manage, and provide digital certificates for vendor‑supported applications hosted both inside and outside the GoS environment.
  • Support and enhance communication channels across diverse stakeholder groups.
  • Improve existing reporting capabilities and streamline current processes in preparation for upcoming industry initiatives.
  • Establish, maintain, and refine operational processes to align with relevant standards and organizational needs.
  • Organizing data/information collected and applying appropriate statistical/analytical techniques to develop materials, reports, and/or make recommendations on business solutions.
  • Translating business processes into technical requirements by developing technical specifications for clients and/or vendors.
  • Coordinating the creation and renewal of certificates and ensuring their proper implementation with various teams.

The Ideal Candidate

As our successful candidate you will be a result-oriented individual with strong verbal and written communication skills and will demonstrate:

  • Experience in overall management of web application certificates and its life cycle.
  • Knowledge of business applications and supporting infrastructure, support processes and lifecycle management.
  • Experience with Venafi/CyberArk PKI application.
  • An understanding of IT infrastructure and project management structure and the various technologies in use today.
  • Best practice framework approaches intended to facilitate the delivery of high-quality information technology.
  • Knowledge of a wide variety of software, operating systems, business application types, databases, servers, etc.
  • Technical and business requirements analysis.
  • The ability to explain complex technical information clearly and accurately to both technical and non-technical audiences in a way that is easy to understand.
  • The ability to work independently and collaboratively to coordinate tasks to fulfill the needs of clients.
  • The ability to build productive, positive relationships.
  • The ability to provide superior client service.
  • The ability to solve problems and deliver creative and innovative solutions to complex requests.
  • The ability to make effective and efficient decisions in a timely manner.
  • A positive attitude and self-starter who is proactive and adaptable.
  • Client service-oriented, and capable of multi-tasking in a high-pressure environment.
  • Well organized, methodical, and attentive to detail.
  • Knowledge and experience with Microsoft Azure and its various services.

Typically, the knowledge and abilities required for this position would be gained through the completion of a degree in Computer Science or a related discipline, or an equivalent combination of education, training, and experience to successfully meet the competencies. The successful candidate must have at least six (6) years’ experience in an IT environment. Business Analyst and Project Management experience is an asset.

Qualifications / Competencies

Technical competencies:

  • Experience with Venafi/CyberArk PKI application.
  • Application development, support and testing and full application life cycle management.
  • System analysis techniques, facilitation methods, and modeling tools, including SDLC (Systems Development Life Cycle).
  • System design and IT infrastructure to participate in collaborative discussions across teams for client solution development.
  • IT Security principles.
  • Project management methodology and deliverables.
  • Change Management and Release processes.
