Our CPG – Rapid Transit team is hiring a Vice President, Project Commercial Development to spearhead the development and implementation of commercial management strategies for the business unit. This role involves shaping policies, systems, and practices to optimize return on investment while providing strategic direction and oversight for commercial decision-making within the unit.
Reporting to the EVP Commercial – RT, Vice President will coordinate commercial leadership across the corporation, offering strategic and commercial guidance to the Director of Commercial Management, Senior Legal Counsel, the Senior Management Team (SMT), and other Metrolinx leaders. This support is essential for implementing and maintaining effective commercial management plans.
What will I be doing?
- Directs and leads the commercial management team throughout the lifecycle of all contracts and projects, ensuring effective policies, procedures, and best practices are in place to maintain and enhance the function.
- Leads the development and implementation of commercial management strategies to maximize funding opportunities and minimize risks, while monitoring performance and driving continuous improvement initiatives.
- Oversees the management and resolution of legal and commercial disputes, providing strategic guidance in preparing and settling claims and financial reconciliations.
- Partners with internal and external legal counsel to ensure corporate documents align with commercial management strategy and sound principles.
- Participates in senior management committees, influencing decisions and providing expert advice on commercial and contract management issues.
- Manages commercial project reviews, including performance, contractual issues, risks, mitigation strategies, and lessons learned, while overseeing vendors' contractual and financial performance.
- Supports negotiation of contract documents and ensures compliance with corporate policies, regulatory standards, and contractual obligations.
- Builds and maintains strong relationships with senior management and stakeholders to optimize commercial decision-making and collaboration.
- Leads initiatives to resolve significant corporate commercial issues, ensuring value for money, safeguarding the organization’s reputation, and delivering project objectives.
- Oversees financial stewardship by managing project budgets, monitoring compliance with financial controls, and reporting on progress toward business objectives.
- Directs the development, implementation, and maintenance of a comprehensive quality assurance program to ensure vendor processes and procedures meet corporate standards.
- Collaborates with internal partners to identify and address emerging risks, ensuring the development of practical and effective solutions.
- Promotes a culture of safety, accountability, and excellence by aligning team performance with corporate values and strategic objectives.
What Skills and Qualifications Do I Need?
- Minimum fifteen (15) years of related senior leadership experience in a public transportation development, operational, and/or construction environment with experience and measured success in the application of commercial management methodology in multi-million-dollar projects; experience in the transportation industry and public sector is an asset.
- Advanced skills in the development and communication of the best practices for the application of railway contract administration policies and procedures.
- Demonstrated skills in strategic thinking, and strong decision-making and analytical abilities, as required to identify/resolve complex/high-profile commercial and contract management issues including negotiation, resolution, and settlement of operational claims and disputes.
- Detailed understanding of different procurement strategies, delivery methodologies and the associated risk transfer. Experience with alliance and/or progressive design build procurement models considered an asset.
- Exceptional program and project management skills to lead and manage projects, develop project budgets and schedules, related staff and resources, and monitor budget and schedule adherence and performance results.
- Demonstrated relationship management and influencing skills and experience to build partnerships with a variety of internal and external stakeholders for the achievement of results.
- Demonstrated negotiation and mediation skills are required for the successful resolution of project and contract-related issues.
- Effective political acuity and sensitivity to recognize and respond to issues that may have an impact on the organization and navigate complex stakeholder relationships.
- Knowledge of relevant legislation, policies, procedures, professional or technical practices, and precedents (e.g., Metrolinx Act, Places to Grow Act, Planning Act).
- Sound judgment and problem-solving skills to effectively apply broad functional policies and principles (business, legal, technical, and operational) to identify and resolve commercial and contract management issues.
