About the role

The Program

The Provincial Human Capital Management System (HCMS) Program will implement Workday software across seven BC health organizations: Fraser Health, Interior Health, Island Health, Northern Health, Provincial Health Services Authority, Providence Health Care, and Vancouver Coastal Health. The Workday platform will replace disparate existing human resources (HR) and payroll applications with a single, modern, integrated system. Human resource management has emerged as a high priority and is a key action in the province’s Health Human Resources Strategy.

Manager, Business Readiness and Change

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, Change & Transformation (HCMS Program), the Manager, Business Readiness & Change (HCMS) is accountable for leading and facilitating an enterprise change strategy to support successful adoption of the HCMS Workday software across participating BC health organizations. This program will impact staff and medical staff in seven participating health organizations (Fraser Health, Interior Health, Island Health, Northern Health, PHSA, Providence Health Care and Vancouver Coastal).

What you’ll do

  • Collaborates with the Manager, Communications & Training (HCMS), and Manager, Transformation (HCMS), internal partners and BC health organizations, and oversees HCMS change management initiatives/projects with a focus on business and people readiness.

  • Collaborates with joint program change management teams to design and deliver tactical change activities for use across health organizations. Brings expertise in change management to contribute to the development of enterprise-wide change plans, approaches, tools, templates and reporting.

  • Assembles, directs and supervises a team to enable business and people readiness, and guides the team’s ongoing commitment to supporting the HCMS Program realize its vision and achieve planned outcomes.

  • Leads initiatives/projects using a systems perspective and manages the impacts and interdependencies with other initiatives happening across the health system.

  • Develops and/or oversees the development of relevant documentation (e.g., work plans, risk management plans, current state and readiness assessments, status reports, presentations, etc.).

  • Partners with program and health organization leaders, advisory groups and other interested parties to drive cultural and operational shifts required to achieve long-term benefits and outcomes.

  • Responsible for developing a senior leadership engagement plan to involve and engage senior leaders throughout implementation.

  • Works collaboratively with HCMS Communications to develop appropriate change-related messaging and materials, utilizing the HCMS program brand.

  • Monitors deployment of change management efforts, and measures against the change and training deliverables.

  • Contributes to the overall leadership of the change and transformation functions of the Provincial HCMS Program as a key member of the change, communications, training and transformation team, participating in the development and implementation of the team’s strategies and plans.

  • Monitors a budget for transformation in the Provincial HCMS Program. Responsibilities include monitoring budget performance, planning and adjusting operations and/or staffing to meet projections and annual targets, tracking expenditures and preparing summaries for fiscal reporting. Approval for budget items will come from the HCMS Director, Change & Transformation and/or Program Director.

  • As a fully contributing member of a high-performance team, aligns work plan and activities with program training and communications, ensuring a coordinated approach to readiness and adoption.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a university degree in business administration, health administration, leadership, organization development, or a related discipline supplemented with project and change management courses supplemented by seven (7) years of experience in a large, multi-site unionized environment. Certification through Prosci® or Association of Change Management Professionals

  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Lab LIS and Informatics contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Core Competencies

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.

  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge

  • Demonstrated knowledge and experience in change and project management in a regional strategic change context.

  • Demonstrated ability to work with a diverse group of partners including senior leaders, advisory groups, subject matter experts, and the vendor team members.

  • Demonstrated ability to meet tight deadlines, work under pressure, and handle highly confidential and sensitive issues with tact and diplomacy.

  • Experience leading or supervising a work team.

  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Temporary, Full-Time (2 years)
Wage: $88,990 to $127,923. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
