The Halifax Regional Municipality is inviting applications for the temporary, full-time position of Manager, Federation of Canadian Municipalities (FCM) Annual Conference in Government Relations and External Affairs (GREA), Chief Administrative Office.

The Halifax Regional Municipality (HRM) is proud to host the Federation of Canadian Municipalities (FCM) Annual Conference in 2027, welcoming thousands of municipal leaders, elected officials, and partners from across Canada. Reporting to the Senior Policy Advisor, and in collaboration with Government Relations and External Affairs (GREA), the Manager, FCM is responsible for ensuring HRM delivers its commitments required as the host city for this high-profile national event.

DUTIES AND RESPONSIBILITIES:

  • Manages the overall project and coordinates all activities required to complete the projects on time, within budget and in accordance with the established scope of work. In consultation with identified key partners including municipal business units, multiple levels of government and external agencies, and FCM’s national team, develops detailed project plans and schedules
  • Develops partner agreements with FCM and manage HRM governance structures and approval networks for conference development and event delivery.
  • Manages logistics including venues, transportation, municipal services, accessibility, and sustainability.
  • Manages relationships with elected officials, community partners, and cultural representatives to ensure inclusive programming.
  • Coordinates with multiple levels of government and external agencies (federal, provincial, municipal, and other partners) to align planning and delivery.
  • Develops and manages HRM’s conference budget, ensuring compliance with financial and procurement policies.
  • In consultation with Corporate Communications, manages and delivers a communications and marketing program to showcase HRM as host city. Identifies project risks in a timely manner and implements mitigation strategies and prepares post-event reporting.
  • Conducts and leads project review meetings with key partners including setting agendas and objectives.
  • Manages key partner expectations and resolves any issues that arise.
  • Identifies staffing requirements.
  • Creates effective teams (i.e. HRM staff) and leads the teams with limited direct position authority requiring highly effective leadership and relationship building skills.
  • Ensures staff awareness and adherence to HRM corporate policies (e.g., Respectful Workplace, Occupational Health and Safety, Values and Ethics, etc.).
  • May perform other related duties as assigned.

QUALIFICATIONS Education and Experience:

  • Degree in Public Administration, Business Administration, Political Science, Public Affairs, or a related field.
  • A minimum of 3 years’ experience in project management, budgeting and contact management. Preference may be given to candidates who possess a higher level of experience.
  • Experience working with elected officials and diverse key partner groups. Knowledge of accessibility, inclusion, and sustainability practices in event planning.
  • An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

Technical / Job Specific Knowledge and Abilities:

  • Ability to manage projects effectively and meet firm deadlines.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills which enable credible and effective relationships with key partners at all levels, including senior management, elected officials and external partners. Proven ability to work in a fast-paced environment.
  • Demonstrated knowledge of municipal operations and programs.

**WORK STATUS:**Term (up to 18-month), full-time.

**HOURS OF WORK:**Monday to Friday, 8:30am-4:30pm, 35 hours per week and beyond those as required. This position will require extended, flexible hours to support project needs. Flex options to work outside of these hours & hybrid may be available.

**SALARY:**Level 6, Non-Union, $72,370 - $93,650. Salary will commensurate with education and years of applicable experience. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
