The Opportunity:

Reporting to the SVP Refining Operations, the Director HES, Refinery provides support to the Burnaby Refinery in the field of HES. The position will be responsible for leading a local team and delivering initiatives that ensure personal and process safety management processes and systems are in-place, effective and fit-for-purpose. This role is also accountable to maintain a positive relationship with applicable regulators and stakeholders to ensure regulatory compliance while reducing the burden of compliance. The role is accountable for emergency preparedness and emergency response for the Refinery to minimize the consequence should an incident occur. This role works in close collaboration with the Refinery Leadership Team to enable the performance of front-line workers. Responsible for leveraging learning from internal and external sources to facilitate proactive, broadminded response to incidents and regulatory items—critical to stability of Refining future.

Responsibilities:

Leadership:

  • Demonstrates personal leadership, knowledge, engagement and provide overall management of Process Safety Management, Environmental, Personal Health & Safety, and Emergency Management systems at the refinery by working with the Refinery Leadership Team and applicable work groups to achieve world class safety capacity.
  • Leads the refinery Safety and Environmental culture, including advancing Human & Organizational Performance.
  • Works with the line organization to ensure the Refinery’s vision is in alignment with Operational Excellence performance and direction and that the vision is broadly communicated.
  • Serves as a high-performing member of the Refinery Leadership Team, and ensures the appropriate balance of risk and cost is applied to decision-making at all levels of the organization
  • Participates as a cross-functional leader to set operational:
    • Strategy and tactics
    • Operational Excellence and compliance expectations
    • Strategic plan development & execution
    • Competitive financial performance expectations, including working with regulators and stakeholders to reduce the burden of compliance.
    • Development and Succession plans for Refinery talent
    • Role models leadership behaviors for Sunoco.
  • Sponsor for facility environmental permit consultations for the refinery with the regulator.
  • Canadian Fuels Association’s National Environmental Committee, influencing federal environmental legislation – provide guidance to Manager Environment as required.

Operational Excellence:

HES:

  • Process owner of all refinery Health, Environment, Personal safety, Process Safety, and emergency response activities and HSE training associated with the implementation of Operational Excellence.

  • Is responsible for understanding all compliance requirements for the refinery (legal, letters of agreement with government agencies, Process Safety Management, Operational Excellence, Incident and Injury Free operations, etc.) and translating those into specific actions that become the responsibility for various business units in the refinery.

Process Safety Management (PSM):

  • Champions Process Safety Management System.
  • Demonstrates personal leadership, knowledge and engagement in PSM Management System work process and tools at the Refinery level.
  • Assists refinery leadership with the development of management tools for line management to effectively monitor effectiveness and efficiency of PSM systems and processes.
  • Partners with the Refinery OE and Planning Department so that OE accountability is clearly assigned throughout the line organization at all levels and that operational excellence and process safety management is supported by management actions.
  • Works with Refinery leadership to ensure that there is a balanced and fit-for-purpose approach to the elements of OE/PSM.

Compliance:

  • Monitors and records that ensure that all permit and regulatory requirements are identified and all actions necessary to meet the requirements are met.

  • Obtains all refinery environmental permits including environmental permits associated with capital and maintenance projects.

  • Maintains an awareness of all environmental, safety, security and PSM actions pending through the legislative review and approval process.

  • Keeps abreast of changes in applicable laws and regulations to partner with Operations, Maintenance, Technical and OE & Planning groups to sustain compliance going forward

  • Reviews findings and approves recommendations on industrial injury cases to assure proper case management, reporting and recordkeeping.

  • Leads coordination of process safety auditing internally as well as by external independent auditors to ensure robust process safety processes, results and culture.

Coaching/Mentoring:

  • Coaches, mentors, and establishes clear expectations and performance standards for department employees.

  • Oversees the Refinery Joint Health & Safety Committee in association with WorkSafe BC requirements.

Advisory:

  • Advises Refinery leadership on environmental, security, safety, emergency management and PSM matters.

  • Provides both tactical and strategic planning to assure compliance with regulations, promote safety and environmental excellence in all aspects of our operations.

Representation:

  • Represents, formulates and presents refinery responses to the jurisdictions of city, region, province and federal regulatory agencies and commissions on HSE and PSM issues.

  • Develops proactive relationships with the regulating agencies at the local, regional, provincial and federal level.

  • Coordinates with Government Relations to develop positions and lobby strategies of HSE and PSM legislation that may affect Refinery operations.

  • Actively works with regulatory bodies to reduce the burden of compliance

Projects:

  • Participates in the development of and provides functional input on issues such as projects, budget management, best practices, emerging technologies, records management, etc.

  • Is a primary participant and provides functional input for Capital Projects and the refinery business plan and is on select Decision Review Boards for various capital projects.

Safety Culture:

  • Incorporates and leads the refinery in industry-leading Human Performance principles to improve and ensure an incident and injury-free workplace for all employees and contractor population.
  • Guides system solutions to prevent serious incidents, reduce the risk of error, strengthen safeguards and mitigate risk.

Education:

  • University degree in Engineering, Science or a similar field is considered an asset.

Requirements:

  • Minimum of 10 years of relevant experience in processing manufacturing (Oil & Gas, Chemical processing), with at least 5 years in progressive supervisory roles.
  • Excellent interpersonal skills enabling complex negotiations with internal and external stakeholders.
  • Demonstrated capability in applying change management for step-change business improvement.
  • Proven ability to manage multiple priorities and complex scenarios.
