The Youth Justice Services Manager provides supervision and program oversight for the Community and Correctional Services Youth Justice Services team. This position provides leadership in policy, program development, risk management resources allocation, special projects and interagency protocols/ initiatives. The incumbent supervises the team comprises of Youth Justice Workers, Community Youth Workers, Youth Intervention Outreach Workers, Team Lead and Outreach Workers (Community Programs), Admin Support.
Duties will include but are not limited to:
- Participates as a member of the Program Management Team, representing Youth Justice Services;
- Direct responsibility for supervising and coordinating the day-to-day operations of Youth Justice Services including working with the staff of Youth Justice Services to ensure appropriate delivery;
- Oversees overall employee performance for Youth Justice Services staff related to field work such as client supervision approaches, caseload assignment and distribution, court reports and investigative procedures;
- Monitors violations of Conditional Sentence Orders, Probation Orders, Custody and Supervision Orders, and other Court Orders and reviews such matters when needed. Provides guidance and direction on appropriate action when required for those supervising youth offenders and youthful adult offenders;
- Provides leadership, consultation, supervision and direction to professional, paraprofessional, administrative support, project and casual, as well as volunteer and student placement personnel, who work within the sphere of Community Programs across the Province;
- Provides consultation, support and service to Youth Justice Services staff in complex, sensitive and difficult cases/situations for both youth offenders and youthful adult offenders.
- Provides highly directive supervision, guidance and support to junior staff, who have limited work experience in community-based corrections;
- Assigns clientele to Youth Justice Services staff consistent with the complexity of each case; position classification of individual staff; comfortability of the resulting match; and current individual staff caseloads;
- Monitors and ensures quality program/service delivery and standards, as well as consistent application of policies and applicable legislative requirements under provincial and federal statutes;
- Facilitates the integration of new program services and ensuring consistent, effective and highly professional service delivery throughout the Province;
- Reviews, refines and implements amendments to relevant legislation, program delivery, policy and procedures, protocols, etc;
- Plans workshops/conferences/information sessions, focusing upon various topic areas, with the dual purpose of enhancing the overall service delivery system, as well as broadening the range of individual staff skill sets, as it relates to Criminal Justice Services;
- Organizes, oversees and ensuring the free and timely flow of information, to promote a transparent work environment and well-informed staffing complement;
- Provides leadership in the area of public, clientele and critical stakeholder/partnership relations;
- Acts as a liaison between staff employed in Youth Justice Services and their counterparts in Probation Services;
- Ensures staff fully understand clientele directly served are managed in a professional manner, consistent with the corresponding legal statutes; in the interest of public safety and their needs are met;
Minimum Qualifications:
- A Master’s Degree in the social sciences, preferably in Criminology, Social Work or the Human Sciences and considerable experience in the field of community supervision or a Bachelor Degree in Criminology, Social Work or the Human Sciences and extensive experience in the field of community supervision;
- Three (3) years’ experience must be directly related to the area of criminal justice, criminology and corrections;
- Case management experience;
- Proven communication/problem solving skills, knowledge of criminal behavior and offender conduct, ability to handle crisis situations, sensitivity to victims’ issues/needs, program development capability;
- A demonstrated ability to plan, coordinate and supervise a range of casework services in a specific geographic area with ability to evaluate individual performance;
- Excellent communication, writing and leadership skills;
- Demonstrated effective professional skill including time management, interpersonal skills, oral and written skills, effective team building skills, collaborative and consultative practice skills;
- Competent computer skills, including common word processing, data base, and electronic communication software required;
- An in-depth knowledge of the Youth Criminal Justice Act, Freedom of Information and Protection of Privacy Act, Occupational Health and Safety Act, and the Child Protection Act, and other legislative frameworks as needed;
- Must have reliable transportation and possess a valid driver’s license;
- Must be able to work evenings with some frequency;
- Criminal Record Check, including Vulnerable Sector Check.
Other Qualifications:
- Research and program evaluation experience;
- Critical Incident Stress Debriefing (training and experience) considered an asset;
- Familiarity with case management tools such as LS/CMI, YLS/CMI, and STICS considered an asset;
