About the role

Ad Title: Bappenas Liaison Manager Program Background The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda. Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals. The program’s long-term goal will be guided by four end of program outcomes (EOPOs): · Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements. · Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups. · Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. · Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats. The Role The Bappenas Liaison Manager will manage strategic engagement with Bappenas to strengthen the partnership and ensure effective coordination of KITA SEHAT governance mechanisms and activities. The Manager serves as the central point of contact between KITA SEHAT and Bappenas, developing and maintaining positive relationships, aligning strategies, facilitating communication and coordination, and supporting the implementation and reporting of Bappenas-related activities. The Manager will work closely with counterparts in Bappenas, Ministry of Health, Ministry of Agriculture, Department of Foreign Affairs and Trade (DFAT), and other institutions and development partners. Roles and Responsibilities

Strategic Relationship Management Develop and maintain positive, productive relationships with Bappenas counterparts. Serve as the central point of contact between KITA SEHAT and Bappenas. Support the Team Leader and Senior Management Team in managing the Bappenas relationship and escalating risks and issues as needed and in a timely way. Support the alignment of KITA SEHAT activities with national government reform priorities, particularly related to the National Medium-Term Development Plan (RPJMN 2025-2029) on primary health care, stunting prevention, health security, and One Health. Governance Coordination Support the Team Leader in organising the Program Steering Committee (PSC), including scheduling, invitations, agenda preparation, logistics, note-taking, and follow-up on decisions. Support the coordination and organisation of other governance mechanisms, including the Program Technical Committee (PTC) and Provincial Program Committee (PPCs) meetings, and related events and workshops. Coordinate inputs and compile documents for these governance forums and the active involvement of Bappenas. Pedum Oversight and Operationalisation Support oversight of the Pedum (Pedoman Umum) and support its operationalisation across KITA SEHAT, including escalating any risks or issues. Coordinate the operationalisation of KITA SEHAT frameworks, strategies, and key priorities in line with the Pedum. Program Coordination, Monitoring and Reporting Coordinate program management for Bappenas-initiated activities. Prepare regular updates and activity and performance reports, and support the implementation and reporting of activities within KITA SEHAT. Manage the process of Berita Acara Serah Terima (BAST) and Value-Added Tax (VAT) for KITA SEHAT activities, in consultation with the KITA SEHAT Finance Manager. Track and analyse the status of activity implementation across KITA SEHAT, UNFPA, UNICEF, and WHO under Bappenas, including monitoring key deliverables (as detailed in KITA SEHAT workplans) such as research reports, trainings, workshops, conference reports, policy briefs, technical and operational guidelines, and strategy documents. This includes identifying potential risks that may delay activities. Administration and Event Management Manage events and meetings, including logistics and administrative arrangements. Coordinate administrative arrangements supporting Bappenas engagement. · Manage and facilitate the Long Terms Adviser (LTA) permits process on a day-to-day basis in close coordination with the DT Global Corporate team, ensuring all necessary documentation and external liaison with Bappenas are handled efficiently to maintain legal compliance for program personnel. About You Qualifications and Experience: · Bachelor’s degree in public policy, public administration, economics, international development, political science, or related field. · Minimum of 10 years of relevant professional experience in project management, government liaison, international development programs, and policy coordination. · Demonstrated ability to manage complex stakeholder relationships. · Demonstrated knowledge of MEL principles, tools, and approaches, including experience supporting data collection, progress tracking, performance reporting, and facilitating reflection or learning processes. · Proven experience working with or supporting government institutions (preferably Bappenas or sectoral ministries) and liaising with UN agencies, donor-funded programs, including an understanding of government planning and reporting processes (BAST, VAT refund/exemption processes). · Strong analytical skills, with the ability to synthesise data and technical inputs into clear reports, summaries, and presentation for use in decision-making and program governance forums. · Excellent interpersonal and communication skills in Bahasa Indonesia and proficiency in English (spoken and written), including the ability to coordinate diverse stakeholders, facilitate discussions/meetings, and manage information flow across teams. · Ability to work in a multicultural environment with respect for diversity. Desirable · Experience working with DFAT-funded programs, and in area of public health. · Understanding of Indonesian public sector reforms and government systems. · Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) and climate change is a key focus of KITA SEHAT.
