The Climate Resilience Branch is seeking a proactive, knowledgeable, and analytical individual with experience in data analysis, modelling, and financial forecasting for the role of Senior Compliance/Economic Analyst. Reporting to the Manager of Approvals and Compliance, this position leads the economic impact and compliance modelling framework that supports Saskatchewan’s greenhouse gases (GHG) management and climate resiliency efforts. You will conduct research and statistical analysis, develop and improve economic and compliance forecasting models, and support data systems that track compliance outcomes.

This position is key in providing impact assessments on regulatory compliance policies. You will develop processes and procedures for monitoring performance, credit use and technology fund contributions, and apply modelling techniques to assess the economic impacts of climate policy. This role also supports compliance assurance activities, including auditing stakeholder submissions and developing or refining compliance policies, procedures, and regulatory guidance within a results‑based regulatory framework.

This role involves analyzing large, complex datasets, coordinating financial and regulatory reporting, and supporting ministry data systems. It requires strong attention to detail, effective prioritization, and collaboration with government partners and regulated industry, as well as proficiency with spreadsheets, modelling tools, and database applications. The ideal candidate has strong interpersonal and communication skills, excels in challenging situations, and brings experience in a regulatory environment.

The competencies required for this position would typically be obtained through a degree in environmental or natural science, economics, actuarial sciences, environmental management, or some similar field, combined with experience in economic and financial analysis, GHG regulatory frameworks, public-sector financial management, or data analytics and information systems.

You will have knowledge of:

  • Legislation, regulations and policies impacting greenhouse gas emissions management in Saskatchewan and Canada;
  • Economic and financial theory, greenhouse gas regulatory frameworks, and public‑sector financial management;
  • Statistical analysis, forecasting models, and data systems;
  • The role of the public servant in executing government-directed policy; and,
  • Emissions‑intensive industrial sectors, regulatory compliance, and greenhouse gas reporting would be an asset.

You will have the ability to:

  • Clearly explain technical, financial, and compliance matters to diverse audiences in writing and verbally;
  • Organize and synthesize data analysis and modelling into coherent recommendations on short timelines;
  • Apply statistical and analytical techniques to support compliance forecasts;
  • Evaluate current and historical context and account for all relevant factors when conducting research on an issue;
  • Work independently, or collaborate as a team member, to consistently meet program or client needs; and,
  • Plan and organize multiple, complex tasks, taking into consideration conflicting and changing priorities.
