About the role

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

JOB SUMMARY

The Security Manager for PACT is responsible for leading the planning, coordination, and execution of security measures across all construction activities. Working closely with Sub‑Program Leads, Site Superintendents, Security Coordinators, PACT stakeholders, and the GTAA, this role ensures that all security requirements are properly integrated into project work, aligned with the PACT Construction Safety Management Plan (CSMP), and compliant with regulatory and airport standards. The Security Manager will also support the development of Access Control Plans, manage stakeholder communications, monitor security performance, and drive continuous improvement in site security and access control practices.

RESPONSIBILITIES

  • Lead the development, coordination, and implementation of Project Specific Security Plans in collaboration with other Security Managers, Coordinators, and PACT H&S, Environmental, and Construction teams.
  • Ensure all plans align with the PACT CSMP, logistics strategies, risk registers, and other program requirements.
  • Prepare and submit security plans to the GTAA for review and comment prior to implementation.
  • Support the development of Access Control Plans including:
  • Turnstiles, guard booths, parking gates
  • Entry/exit points and site security checkpoints
  • CCTV placement/monitoring strategies
  • Security guard deployment
  • RFID credentialing systems and temporary pass processes
  • Modifications to PSL lines or airport security infrastructure
  • Oversee client‑leased equipment for issuing temporary passes to non‑RAIC workers and visitors.
  • Evaluate and support integration of advanced access control technologies, including iLobby FacilityOS (mobile sign‑in/out, visitor management, sensors, RFID tracking, asset management, compliance reporting).
  • Facilitate recurring security meetings as required.
  • Lead discussions on construction access requirements, schedules, security impacts, operational changes, and permitting.
  • Collaborate with GTAA representatives to identify security risks and propose mitigation strategies.
  • Maintain detailed records of meetings, action items, and follow‑ups.
  • Conduct routine audits of security protocols to verify compliance with GTAA requirements, regulatory standards, and PACT program expectations.
  • Review audit results, incident reports, and stakeholder feedback to drive continuous improvement.
  • Ensure corrective actions are documented, monitored, and resolved in a timely manner.
  • Perform scheduled and ad hoc security inspections across construction sites and provide recommendations to strengthen security performance.
  • Investigate, identify, and develop opportunities for innovation within security systems, supporting PACT‑wide initiatives that enhance operational efficiency, digital integration, and continuous improvement across the program.

WORKING CONDITIONS

The position will be based at our office in Mississauga, Ontario, with regular visits to the Airport site as required. This position is 5 days per week with core hours of work between approximately 8:00am-5:00pm, as well as additional hours as needed. All employees must complete a RAIC and Criminal background check upon joining the company.

DESIRED SKILLS, KNOWLEDGE, COMPETENCIES

  • Diploma or degree in Construction Management, Security Management, Civil Engineering, or related field.
  • 8+ years of experience in security operations and project management for large infrastructure or aviation projects.
  • Strong understanding of access control systems, construction logistics, and regulatory compliance.
  • Proficiency with digital security platforms, credentialing systems, and reporting tools.
  • Experience coordinating with airport authorities, security teams, and multiple contractors is preferred.
  • Excellent organizational, communication, and stakeholder management skills.
  • Familiarity with GTAA or other major airport procedures is considered an asset.
  • Valid driver’s license and eligibility for RAIC clearance required.
