Location:Bluewater District School Board (BWDSB), Education Centre, Chesley, Ontario
Commencing: As soon as possible
Hours of Work: 35 hours per week, 12-month position
Rate: $77,475-$90,638 per year
Position Summary:
In support of the strategic priorities of Bluewater District School Board (BWDSB), the Enrolment and Planning Analyst ensures accurate student enrolment data and supports long-term facility planning. This role manages enrolment reporting and projections, analyzes municipal development impacts, coordinates accommodation strategies, and prepares capital funding cases. Acting as a key liaison with schools, Superintendents, and external partners, the Enrolment and Planning Analyst provides expert advice on planning matters while handling sensitive information with discretion.
Duties and Responsibilities:
- Oversee collection, validation, and reporting of actual and projected student enrolment for BWDSB and Ministry submissions.
- Build and maintain enrolment projection models for annual and long-term planning.
- Serve as primary contact for school administrators and Superintendents regarding enrolment register inquiries.
- Analyze municipal development applications, zoning by-laws, and Official Plans to assess impact on school facilities.
- Coordinate and support development of Long-Term Accommodation Plans and Facilities Strategy.
- Prepare and submit business cases for capital grants and funding.
- Develop, negotiate, and administer third-party leases and reciprocal agreements.
- Liaise with Regional Internal Audit Team to coordinate internal enrolment audits.
- Primary liaison with external planning consultants.
- Active participation in external enrolment and planning committees.
- Provide functional leadership and advice to school administrators, office staff, Finance, ICT, programming, and Superintendents.
- Handle confidential information related to capital planning, student details, budgets, leases, and legal matters.
- Other duties as assigned.
Qualifications and Experience:
- University degree in Business Administration, Planning, or related discipline; or an equivalent combination of education and a minimum of five years of relevant experience.
Assets:
- Strong research, data management, and analytical skills
- Excellent interpersonal, communication, and presentation abilities
- High degree of diplomacy, discretion, and attention to detail
- Sound understanding of the Planning Act, Education Act, and education funding formulas
- Expert knowledge of Ministry of Education's Enrolment Register Instructions and annual planning processes
- Familiarity with municipal planning processes and related legislation
- Preparing and presenting reports for senior management, trustees, and external partners
- Handling confidential and sensitive information
- Building positive relationships with internal departments, educators, municipalities, and external stakeholders
- Working effectively in a dynamic environment with frequent interruptions
Job Requirements:
- Eligible to work in Canada
- Vulnerable sector police records check, satisfactory to the board
