What You Will Get To Do

Reporting to the Commissioner of Community Services, the Manager, Administration & Analytics is responsible for providing executive-level administrative support to the Commissioner, coordinating the administrative functions across the department’s five (5) divisions (Facilities Services, Marina & Harbour, Operational Services, Parks Planning & Development, and Recreation Services), and overseeing analytics, clerical and administrative staff. The role includes but is not limited to: managing departmental Council Reports and Memorandums, overseeing departmental data collection and analytics, technical mapping/GIS oversight, accounts receivable/payable, data entry, and responses to MCO inquiries. The Manager will lead the development and maintenance of data sets and key performance indicators (KPIs) to support data-driven decision-making across the department. Duties for this role include but are not limited to:
- Recruit, supervise, train, develop, coach, mentor, provide insight, and labour/employee relation support to all unionized full-time, part-time, and seasonal staff within the Administrative and Analytics section, supporting all five (5) divisions of the Community Services Department.
- Direct supervision of seven (7) full-time administrative and technical staff, plus (2) part-time administrative staff
- This position is critical to ensuring Customer Service accountabilities of the Department and the majority of the Town’s public concerns are managed in an efficient, professional, and effective manner relating to general inquires, complaints from residents, the public, user groups, senior staff, other Departments, the Mayor and Council. Co-ordinate responses to MCO inquiries and ensure timely and accurate communication with council and the public.
- Provide direct administrative support to the Commissioner, of Community Services, including calendar management, correspondence, and confidential communications. Coordinate the preparation and submission of Council Reports, Memorandums, and departmental responses to corporate initiatives and development applications.
- Skilled in proactive public messaging, especially during weather-related emergencies (e.g., flooding, ice storms), including website updates and resident communications
- Coordinate with divisions to provide guidance to GIS staff on mapping standards, scheduling for operational services, and effective communication of key information to residents, particularly during emergencies.
- Oversee departmental financial processes including but not limited to, accounts receivable/payable, payroll and attendance management, budget tracking and procurement: preparation, evaluation, and administration of various tenders/quotations for the purchase of goods and services related to the division. Includes the preparation of specifications, evaluation of potential venders/suppliers, and overseeing the management of several contracts simultaneously.
- Lead the development and refinement of Key Performance Indicators (KPIs) and analytics tools to support strategic planning and operational improvements.
- Manage departmental data entry systems and ensure accuracy and consistency across platforms. Collaborate with teams across Community Services to support data visualization and reporting tools.
- Ensure compliance with corporate policies, collective agreements, and health and safety regulations.
- Represent the department on internal committees and working groups as required.
Who You Are
You are a dynamic and politically astute professional with a deep understanding of public sector financial practices, procurement processes, and budget management. Known for your exceptional organizational, analytical, and communication skills, you bring a collaborative and solutions-oriented approach to complex challenges within the Community Services Department.
Your expertise spans technical mapping, GIS data analytics, and project management, enabling you to lead initiatives with precision and strategic foresight. You excel in providing functional guidance to divisional managers on administrative, financial, and data-driven matters, while also championing performance evaluations, goal setting, and continuous improvement. With a keen ability to manage multiple priorities in a fast-paced environment, you navigate sensitive issues with tact and diplomacy—engaging effectively with residents, businesses, Council members, senior staff, and union representatives. Your clear grasp of departmental policies and procedures empowers you to respond to multifaceted inquiries and operational concerns, often requiring cross-departmental research and coordination. Above all, you are committed to delivering meaningful insights that inform program and service decisions, ensuring responsive, transparent, and high-quality public service.
What You Bring To Our Team
- Post-secondary education in Business, Public Administration, Data Analytics, or a related discipline—or an equivalent combination of education and progressively responsible experience
- Over seven (7) years of progressive experience in administration, finance, or analytics, ideally within a municipal or public sector environment
- At least five (5) years in a supervisory or management role, demonstrating strong leadership and team development
- Project Management Professional (PMP) designation and Lean Six Sigma Green Belt certification are considered assets
- Proficient in financial systems, data analytics platforms, and project management tools
- Intermediate knowledge of Microsoft 365 (Excel, Word, Outlook, PowerPoint) and familiarity with Workday, CityWorks, and GIS
- Strong leadership competencies including: Strategic agility, Business acumen, Communication and relationship building, Culture, and people development, Driving organizational change
- Proven experience engaging with internal and external stakeholders, including Council members, government agencies, community groups, and the public
- Ability to respond to complex inquiries and provide strategic advice on capital and operating budgets, development charges, technologies, financial reports, building maintenance, and GIS services
- Experienced in conducting research and in-depth analysis across departments and external contacts to resolve multifaceted issues

Monday to Friday – 7:30 a.m. to 4:00 p.m. (forty hours per week). Flex and additional hours may be required in order to respond to emergency situations and/or assist with winter control operations.
